NEWS September 25, 1995 THOMAS WALSH NAMED INTERNATIONAL BUREAU NEGOTIATIONS BRANCH CHIEF International Bureau Planning and Negotiations Division Chief Aileen A. Pisciotta announced today that Thomas Walsh has been appointed Negotiations Branch Chief. Mr. Walsh, working with other FCC offices and interested U.S. agencies, will coordinate FCC strategy, preparation and negotiations to achieve frequency sharing agreements with Mexico, Canada and other proximate administrations concerning all terrestrial radio services, including mass media and commercial and private wireless services. Mr. Walsh also will direct International Bureau efforts to resolve international interference to U.S. terrestrial radio licensees and will oversee U.S. participation in international coordination of shortwave radio frequency assignments. Mr. Walsh also will continue to represent the FCC in various international and domestic conferences and meetings pertaining to radio frequency matters. Mr. Walsh has over 20 years experience in the spectrum management community; for the past five years he has held senior engineering positions with International Bureau and its predecessor, the Office of International Communications. Upon his appointment to head the Negotiations Branch, Scott Blake Harris, Chief of the International Bureau said, "Tom has made terrific contributions to the International Bureau as my engineering advisor. He brings a rare blend of broad technical knowledge and extensive FCC international experience to this important post, and I have the utmost confidence that he will serve U.S. interests extremely well." Mr. Walsh previously held spectrum management positions at the Voice of America and the National Telecommunications and Information Administration (NTIA). He has had leading roles in preparation for and participation in numerous international radio conferences. Mr. Walsh has a Bachelor of Science Degree in Electrical Engineering from the University of Santa Clara and a Masters Degree in Engineering Administration from the George Washington University.
