This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written document will not be issued. HSCG38-05-Q-500023 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-05. The applicable NAICS number is 325211 and the small business size standard is 500 employees. This is an unrestricted procurement. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5 The U.S. Coast Guard intends to award a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for the purchase of EnviroStrip (eStrip) GPX Cornstarch Blast Media, Brand Name or Equal, including removal and recycle/disposal of spent media to totally eliminate the by-product for a true “cradle to grave” process. Spent Media Recycle/Disposal must result in the generation of a new product having its own Material Safety Data Sheet (MSDS) to avoid generating a new waste stream. The USCG Aircraft Repair and Supply Center (AR&SC) currently uses Archer Daniels Midland eStrip GPX Cornstarch Blast Media to remove paint from aircraft. The USCG aircraft stripping facility is currently set-up for cornstarch use. Past practices utilizing other types of blast media produced a large amount of waste material. Cornstarch Blast Media is currently used because of the “cradle to grave” capability where the spent media is truly eliminated. Documentation from the State of North Carolina and the state where the product will be recycled/disposed of MUST be on file showing documented approval of the proposed spent media recycle/disposal process. A site visit may be required by ARSC prior to acceptance of an offer to assure the recycle/disposal process is in compliance with the spent media recycle/disposal requirements. The term of the contract will be from the date of award not to exceed one year. Quantities listed are estimates. All orders under the resulting contract will be placed via funded Delivery Orders. Only the USCG AR&SC will be authorized to issue orders. Failure of the Government to order any of the line items or quantities described as estimated or maximum will not entitle the contractor to any equitable adjustment in price. Guaranteed minimum quantity to be ordered by the Government is 8 Boxes. CLIN 1: eStrip GPX Blast Media; Estimated Quantity 100 BX. CLIN 2: Proof of Paperwork for delivery of spent media to a North Carolina approved and licensed recycling facility. The manufacturer of the eStrip GPX blast media is Archer Daniels Midland, Montreal, Quebec, Canada, Cage Code 35367. “Equal” products must meet the salient physical, functional or performance characteristics of the cornstarch media. Offers of “equal products”, including equal products of the brand name manufacturer must clearly identify the item by brand name if any, make, model number, and include descriptive literature such as illustrations, drawings or brochures. Offers must clearly describe any modification the offer plans to make in a product to make it conform to the solicitation requirements. Offers that require modification of the ARSC aircraft stripping facility to make a product conform to the solicitation requirements are not acceptable. Cornstarch blast media technical specifications/data are not available and cannot be furnished by the U.S. Coast Guard. Packaging, Packing and preservation shall be in accordance with best commercial practices to enable shipment to destination. Material shall be packaged in boxes and shipped on pallets. Pallets shall have a copy of the packing slip attached indicating Nomenclature, Contract and applicable Delivery Order Number (Delivery Order Numbers are assigned upon issuance), Quantity or Pounds, and a Contract Line Item Number. All shipments must include a copy of the MSDS. Each box shall be individually labeled with Nomenclature, Quantity or Pounds, Contract and Delivery Order Numbers and Line Item Number. Labeling data shall be attached to the outside of each Box. Packaging shall not consist of popcorn, shredded paper, Styrofoam of any type, or peanut packaging. Internal packing material shall be sufficient to prevent damage during shipment, handling and storage. Bar Coding is not required. Material shall be delivered to USCG Aircraft Repair and Supply Center, Receiving Bldg 63, Attn: Stripping Shop, Elizabeth City NC 27909. Inspection and Acceptance of material shall be performed by receiving personnel at AR&SC. The following FAR Subpart 12 provisions and clauses are incorporated by reference:FAR 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004) The Closing Date for receipt of offers is 12 October 2005 at 4:00 p.m. EDST. Offers may be F.o.b. Destination or F.o.b. Origin, Freight PrePaid, however F.o.b. Destination quotes are preferred. F.o.b. Origin, Freight PrePaid offers must include shipping costs to be considered responsive. Offers must include a detailed description of the disposal process for the spent blast media and must include documentation from the state of North Carolina and the state where the product will be recycled/disposed showing approval of the spent/media disposal process. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: a) Technical Capability to furnish the required conforming product or an acceptable conforming product and recycle/disposal of spent Blast Media showing a true cradle to grave process; b) Price; c) Delivery; d) Past Performance. Factors a) through d) are arranged in order of importance. Technical Capability is of primary importance and includes two parts: 1) ability to provide the required conforming product or acceptable equal product and 2) the recycle/disposal process for spent blast media. Both parts are of equal importance in that they show the offeror’s ability to provide a cradle to grave or closed loop process. Offerors proposals must clearly describe and demonstrate the generation of a new product through the recycle/disposal process showing that a new waste stream is not created. This is the primary basis on which offers will be evaluated. Offerors offering an “equal” product must clearly describe and demonstrate that a modification to the Government’s facility or equipment will not be required for the equal product to be used.

NOTICE FOR FILING AGENCY PROTESTS. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external form. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that a Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date ( if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
