The County of Brasov (the “County” or “Brasov”) has applied for a loan from
the European Bank for Reconstruction and Development (“EBRD”) of EUR 15
million to upgrade and refurbish regional roads with high economic
refurbishment return. The project will require the contractor to carry out
rehabilitation works on selected paved roads and maintain the refurbished
roads by a performance based multi-year road maintenance contract subsequent
to the investment programme. The project will also include a loan financed
consultancy assignment for implementation and monitoring of a total value of
EUR 900,000. The proposed project has a total estimated total value of EUR 21
million, and is intended to be financed by the loan from the EBRD and the
County.
The project will require the procurement of the works and services. Tendering
is expected to start in the second quarter of 2006.
Contracts to be financed with the proceeds of a loan from the EBRD will be
tendered in accordance with the EBRD’s Procurement Policies and Rules and will
be open to firms from any country. The proceeds of the EBRD loan will not be
used for the purpose of any payment to persons or entities, or for any import
of goods, if such payment or import is prohibited by a decision of the United
Nations Security Council taken under Chapter VII of the Charter of the United
Nations or under a law or official regulation of the Purchaser’s country.
