We sent an e-mail message with Circular Letter 436 as a PDF file because some offices desired a copy that looked like an original with the GPO seal, etc., and they didn't have access to the Internet to print a copy from GPO's Web site. In an attempt to be helpful, since this was our first Circular Letter sent electronically, we also attached a copy of Adobe Acrobat Reader for those who didn't have it installed. These e-mail messages were only sent to those people who had e-mailed or telephoned (in response to Circular Letter 435) requesting to be put on our e-mail list to receive these letters. Apparently the size of our file caused problems for some of our customers' computer systems and many messages were returned as "undeliverable due to file size." Most of the Government Printing Office's (GPO) pre-press work is eliminated when processing agency submissions of fully coded and validated documents that meet requirements for input to GPO's MicroComp composition software. Because of this, we will offer a special rate which will be in effect until GPO becomes fully operational with SGML-structured documents. At that time, the higher rate* for files not SGML-structured will be placed in effect due to the conversions that will be required to arrive at SGML-compliant documents. A circular letter will be issued in advance of implementation of the higher rates.
