Advancing Freedom and Democracy
As President Bush has said: “Freedom can be resisted, and freedom can be delayed, but freedom cannot be denied.” As long as men and women in countries around the globe cannot fully exercise their most fundamental freedoms of belief, speech, association and assembly, we who live in liberty must work to defend and advance human rights and other democratic values across the globe.
Human Rights: Reports
As President Bush has said, “Freedom can be resisted, and freedom can be delayed, but freedom cannot be denied.” In the long run, citizens who sacrifice for their dignity and their rights will prevail, just as the Havels and the Mandelas did before them. Like those towering figures, many of today’s defenders of human rights are denounced and persecuted, vilified as traitors, and targeted for repression by their own governments – just for insisting upon the freedoms enshrined in the United Nations Universal Declaration of Human Rights. These impatient patriots are an inspiration to their fellow citizens, and the high standard they set continues to give hope to people everywhere who work peacefully for their liberty, their dignity, and their rights.
Supporting Human Rights and Democracy: The US Record
President Bush has committed us to conduct a foreign policy rooted in freedom, and he has identified the advancement of human rights and democracy as an essential element of our national security strategy. As the President stated: "What every terrorist fears most is human freedom – societies where men and women make their own choices, answer to their own conscience, and live by their hopes instead of their resentments."
International Religious Freedom Report
Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Trafficking in Person Report
The victims’ testimonies included in the Report are meant to be representative only and do not include all forms of trafficking that occur. Any of these stories could unfortunately take place almost anywhere in the world. They are provided to illustrate the many forms of trafficking and the wide variety of places in which they occur. No country is immune. All names of victims that appear in this Report are fictional. The photographs on this Report’s cover and most uncaptioned photographs in the Report are not images of confirmed trafficking victims, but are provided to show the myriad forms of exploitation that help define trafficking and the variety of cultures in which trafficking victims are found.
International Narcotics Control Strategy Report
The 2008 International Narcotics Control Strategy Report (INCSR) is an annual report by the Department of State to Congress prepared in accordance with the Foreign Assistance Act. It describes the efforts of key countries to attack all aspects of the international drug trade in Calendar Year 2007. Volume I covers drug and chemical control activities. Volume II covers money laundering and financial crimes.
