Amends title XIX (Medicaid) to give States option to provide Medicaid to these benes; creates a Medicaid demo to aid those whose impairments don't qualify for SSI but could result in severe disabilities without medical treatment. Provides for emergency scheduling under the Controlled Substances Act of gamma hydroxybutyric acid (GHB); requires HHS Secretary, in consultation with Attorney General, to develop a plan for a national educational campaign on date-rape drugs).
P.L. 106-174 2/25/00 Poison Control Center Enhancement and Awareness Act (S. 632). Authorizes national toll-free number to access poison control centers; national poison prevention media campaign; grants to certified poison control centers to maintain financial stability.
P.L. 106-177 3/10/00 Child Abuse Prevention and Enforcement Act (H.R. 764). §104 increases funding for grants to child abuse victims under §1404A of Victims of Crime Act of 1984 by an amount equal to 50 percent of increase over 1998 in deposits to Crime Victims Fund.
P.L. 106-182 4/7/00 Senior Citizens’ Freedom to Work Act of 2000 (H.R. 5). Changes cutoff date for earnings test social security benefits from age 70 to retirement age (as defined in §216 of Social Security Act).

P.L. 106-224 6/20/00 Agricultural Risk Protection Act of 2000 (H.R. 2559). §222 mandates $3 million USDA grant to Georgetown and N. Carolina State Universities for research re: development of cervical cancer vaccine from tobacco; §242 allows use of school lunch and WIC data to identify children eligible for Medicaid or SCHIP.
P.L. 106-245 7/10/00 Radiation Exposure Compensation Act Amendments of 2000 (S. 1515). PHS Act: adds §417C, providing for grants for cancer screening, referral, and assistance in claim documentation.
P.L. 106-246 7/13/00 FY 2001 approps for military construction...and other purposes. (H.R. 4425). Division B, Emergency Supplemental Act, 2000, includes:

P.L. 106-253 7/28/00 Semipostal Authorization Act (H.R. 4437). Extends through 7/29/02 US Postal Service authority to issue semipostal stamps for breast cancer research.
P.L. 106-260 8/18/00 Tribal Self-Governance Amendments of 2000 (H.R. 1167). Amends Indian Self-Determination and Education Assistance Act (ISDEA) to add:
    Title V: Requires establishment of Tribal Self-Governance Program within IHS, and allows any tribe participating in current title III demonstration to participate.
    Title VI: Requires HHS study to determine feasibility of tribal self- governance demonstrations re: other HHS programs, services, functions, and activities.
    §8 amends §105 of ISDEA to give tribes option to deem patient records to be Federal records for purposes of storage by Federal Records Centers.
P.L. 106-264 8/16/00 Global AIDS and Tuberculosis Relief Act of 2000 (H.R. 3519). Establishes World Bank AIDS Trust Fund to assist in prevention and eradication of HIV/AIDS; WHO/CDC/NIH coordinated effort toward a comprehensive tuberculosis control program.
P.L. 106-265 9/19/00 Long Term Care Security Act (H.R. 4040). Provides for long term care insurance program for Federal employees, uniformed service members and military retirees.

Provides U.S. authority (administered by State Dept) to implement the Hague Convention on...Intercountry Adoptions. §205 adds State plan requirement under title IV-B-1 of Social Security Act (child welfare services) to collect and report information on disrupted intercountry adoptions.

Amends title XIX of Social Security Act to give States option to provide Medicaid coverage of breast and cervical cancer-related treatment for women screened under CDC’s National Breast and Cervical Cancer Early Detection Program.

P.L. 106-386 10/28/00 Victims of Trafficking and Violence Protection Act of 2000 (H.R. 3244).
    Division A: Trafficking Victims Protection Act of 2000. Establishes domestic and international authorities and initiatives to combat trafficking, protect and assist victims. Lead responsibilities to State, Justice, USAID. §§105, 107: HHS Secretary on Interagency Task Force; certifies trafficking victims; victims in U.S. eligible as if refugees for benefits/services under HHS and certain other programs.
    Division B: Violence Against Women Act of 2000. Reauthorizes some (but not all) DOJ and HHS VAWA programs: §1202-1204 amend Family Violence Prevention and Services Act (FVPSA): extend shelter services for battered women and children, domestic violence hotline; new authority for transitional housing assistance. §1401 authorizes CDC grants to States for rape prevention and education programs.
    Title V: Battered Immigrant Women Protection Act of 2000. §1602: Requires HHS teen suicide prevention study.
P.L. 106-387 10/28/00 [Making appropriations for Agriculture, FDA and related agencies for FY 2001.] (H.R. 4461) Enacts by reference provisions of:
    H.R. 5426, the Agriculture, Rural Development, FDA, and Related Agencies Appropriations Act, 2000, including:
    §745: Medicine Equity and Drug Safety Act of 2000. Adds §804 of FDC Act, requiring HHS regulations permitting pharmacists and wholesalers to import Rx drugs. Takes effect only upon Secretary's demonstrations to Congress re: public health/safety and cost; sunsets 5 years after effective date of regulations.
    §746: Prescription Drug Import Fairness Act of 2000. Amends §801 of FDC Act: narrows circumstances under which FDA may bar individual imports of Rx drugs for personal use.

Entitles Federal employee required by State court order to provide health insurance for a child to enroll in FEHB self and family plan (and requires employing agency to enroll the employee if employee fails to do so).
P.L. 106-398 10/30/00 National Defense Authorization Act, FY 2001 (H.R. 4205). Enacts by reference provisions of H.R. 5408, including:
    Title VII: health care provisions. §712 extends for one year, and amends, CHAMPUS/TRICARE Medicare subvention demonstration.
    Title XXXVI: Energy Employees Occupational Illness Compensation Program Act of 2000. Establishes compensation program for employees of Energy Dept (and predecessors) and its contractors who contracted certain diseases through exposure to radiation and toxics while working in nuclear weapons program.

P.L. 106-402 10/30/00 Developmental Disabilities Assistance and Bill of Rights Act of 2000 (S. 1809). Extends (through FY 2007) and amends DD programs. Restructures University Affiliated Programs (renamed University Centers for Excellence). Adds authority for family support activities and for Federal interagency initiatives.

P.L. 106-406 11/1/00 International Patient Act of 2000 (H.R. 2961). Authorizes 3-year pilot program under which Attorney General may extend voluntary departure period for nonimmigrant aliens who require medical treatment in the US and were admitted under the visa waiver permanent program.
P.L. 106-415 11/1/00 To amend the Hmong Veterans' Naturalization Act of 2000 to extend the applicability of that Act to certain former spouses of deceased Hmong veterans. (H.R. 5234)

P.L.106-501 11/13/00 Older Americans Act Amendments of 2000 (H.R. 782). Extends (through FY 2005) and amends programs under Act. Establishes National Family Caregiver Support Program.
P.L. 106-505 11/13/00 Public Health Improvement Act (H.R. 2498).
    Title I: Public Health Threats and Emergencies Act. increased authority, capacity to respond to bioterrorist attacks, other large-scale emergencies.
    Title II: Clinical Research Enhancement Act of 2000. Provides for grants to establish general clinical research centers; awards, loan repayment program to support individual careers in clinical research.
    Title III: Twenth-First Century Research Laboratories Act. Extends authorities for biomedical and behavioral research facilities; construction or improvement of regional primate research centers; and the shared instrumentation grant program.
    Title IV: Cardiac Arrest Survival. Subtitle A: Cardiac Arrest Survival Act of 2000 requires Secretary to establish guidelines re: placing automatic external defibrillators (AEDs) in federal buildings.

Subtitle B: Rural AED Act provides for grants to rural community partnerships for purchase of AEDs.
    Titles V-IX address specific diseases and conditions:
  • V: Lupus Research and Care Amendments of 2000. Requires expanded research, provides for service delivery grants.
  • VI: Prostate Cancer Research and Prevention Act. Provides for CDC grants for education, screening, etc., extends NIH research funding authority.

  • VIII, IX: Provide for clinical research and training award programs for Alzheimer's and sexually transmitted diseases.

P.L.106-525 11/22/00 Minority Health and Health Disparities Research and Education Act of 2000 (S. 1880). Establishes National Center on Minority Health and Health Disparities within NIH. Authorizes AHRQ activities to measure health disparities; National Academy of Sciences study on HHS data collection practice re: race data; public awareness campaign to educate public and health care professionals about disparities.
P.L.106-531 11/22/00 Reports Consolidation Act of 2000 (S. 2712). Allows an agency, with OMB concurrence, to consolidate certain types of financial and performance-management reports into a single report.

P.L.106-551 12/20/00 Chimpanzee Health Improvement, Maintenance and Protection Act "CHIMP Act" (H.R. 3514). Provides for a sanctuary system of lifetime care for chimps retired from research conducted by Federal agencies.
P.L.106-554 12/21/00 Consolidated Appropriations Act, 2001 (H.R. 4577). Provides FY 2001 appropriations for HHS and various other agencies. See Appendix B for details.
P.L.106-566 12/23/00 Pribilof Islands Transition Act (H.R. 1653). Provides for the withdrawal of Commerce Dept/NOAA from civil administration of Pribilof Islands. (HHS was responsible for providing medical and dental services to the island.)
P.L. 106-568 12/27/00 Omnibus Indian Advancement Act (H.R. 5528). §§815, 816 extend through FY 2001 authorizations under Indian Health Care Improvement Act, Indian Alcohol and Substance Abuse Prevention and Treatment Act of 1986.
P.L.106-570 12/27/00 International Malaria Control Act of 2000 (S. 2943). Authorizes AID, in coordination with HHS, to provide malaria control assistance.
P.L. 106-571 12/28/00 Federal Physician Comparability Allowance Amendments of 2000 (H.R. 207). Makes permanent the authority to pay comparability allowances to Government physicians, and provides that allowances will be treated as part of basic pay for retirement purposes.
