H.R. 1236 was introduced by Rep. Wm. Lacy Clay on February 28, 2007. H.R. 1236 extends the sale of the Breast Cancer Research Semi-postal Stamp (BCRS) from December 31, 2007, to December 31, 2011. After the Postal Service’s administrative costs are accounted for, monies raised above the regular postage rate are transferred to the National Institutes of Health (NIH) and Department of Defense (DoD) for breast cancer research efforts. H.R. 1236 would require NIH and DoD to report to Congress on the use of the BCRS proceeds. H.R. 1236 was passed by the House on a voice vote on October 30, 2007. On December 11, 2007, the House passed a substantial similar bill, S. 597 by voice vote. S. 597 was signed into law by the President on December 21, 2007.
