Title: II, Voucher and Invoice Payments Manual
Chapter: 6, Other Payments, Section 6, OPAC Intragovernmental Transactions
Bulletin: 96-1, Government Printing Office's (GPO's) Billing Address Code (BAC)
Date: July 5, 1996
To: Holders of the OPAC Intragovernmental Transactions Procedure

A BAC assigned by GPO is required when requesting printing, binding, and related services on Standard Form 1, Printing and Binding Requisition, and when placing a GPO print order on a term contract using Form GPO-2511, Print Order. The BAC identifies the office address of the agency responsible for ordering the GPO service.

Although the GPO service is billed through the Online Payment and Collection Process (OPAC), GPO sends a copy of their Form 400 invoice to the National Finance Center (NFC). As a courtesy, NFC in turn sends a copy of the invoice containing the GPO charges to the agency address shown on the invoice. The agency address on the GPO invoice is derived from the BAC address established with GPO.

This bulletin is to remind agencies of the importance in using GPO's BAC and to keep their BAC address current. NFC has been experiencing a high volume of returned GPO invoices because of erroneous or outdated BAC addresses.

If your agency has had a change of address, GPO must be notified. (NFC cannot change a GPO BAC address because we do not have access to their files.) You should contact GPO's Commercial Examining and Billing Branch by (1) calling 202-512-0803 or 202-512-0197, (2) faxing your change of address to 202-512-1410, or (3) writing to the following address:

Government Printing Office
Commercial Examining and Billing Branch

Please refer questions about GPO's BAC to the Administrative Payments Branch, Miscellaneous Payments Section inquiry line at 504-255-5370. Refer questions about this bulletin to the Directives and Analysis Branch at 504-255-5322.
