Description/Abstract | Retiring Environmental Protection Agency head Douglas M. Costle notes that, while the agency is pressured increasingly by industrialists and environmentalists, it is difficult to please either.^He sees no loss of public interest in having a quality environment in spite of public disenchantment with regulation and government intervention.^Policy enforcement can be handled at the state level, he feels, but standards should have a national consistency.^Costle concedes that the EPA has had a steep learning curve which now needs to be modified, but he warns that efforts to lower environmental standards will be irresponsible and doubts the new administration will take that route.^(DCK) |
