REP. ANDREWS RE-INTRODUCES LEGISLATION TO 
DEPORT INDIVIDUALS WHO AID TERRORISTS

Last week I reintroduced, The Keeping America Safe Act, H. R. 2928, which will make it easier for the United States to deport legal and illegal aliens residing within the U.S. and who are aiding and abetting known terrorists.  I first introduced this legislation in June of 1999 because I became aware that the law makes it very difficult to deport non-citizens who are providing economic and other support to identified terrorists.

  My legislation would allow the Immigration and Naturalization Service working in conjunction with law enforcement, to deport any legal or illegal alien who aids a terrorist or terroristic organization in any way.  This activity would include providing false identification, paying phone and computer bills, providing shelter, etc.

During the summer of 1999, at a hearing of the House Judiciary Committee, this legislation was criticized as n intrusion on the rights of aliens.  I fully support and respect civil liberties for persons who are guests in our country--as long as they are respecting our laws. It is wrong, however, to prevent deportation of individuals who pay the bills for and provide shelter to persons they know or should know are involved in terrorist activities.
 

This legislation should have been enacted last year. I am working to enact it now. The protection of civil liberty must begin with the protection of the first civil liberty--the right to live securely.
