 This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit depot level repair of the Pencil Beam Reflector, NSN 5985-01-454-7234SO, P/N 881651-307, and the Shaped Beam Reflector, NSN 5985-01-454-7233SO, P/N 881652-309, of the AN/APQ 170 System applicable to the MC-130H Combat Talon II aircraft.  Acquisition will be a sole source firm fixed price requirements contract.  Duration of contract period will be five (5) years.  Each of the five years has a Best Estimated Quantity (BEQ) of two (2) each.


Solicitation FA8538-08-R-20138.  Anticipated solicitation issue date will be 05 Dec 2008 and anticipated response date will be 30 days thereafter, e.g. 05 Jan 2009.


Delivery schedule for repair will be 240 days after receipt of reparable units or as specified elsewhere in the solicitation or in the individual order(s).  Destination is Robins AFB, Warner Robins, GA 31098-1813.  The anticipated award date is 06 Feb 2009.   SOLE SOURCE TO:  Rantec Microwave Systems, Inc, 24003 Ventura Blvd, Calabasas, CA 91302-1447 (CAGE: 04971).  Authority 10 U.S.C. 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements.  All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition. 


(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. 


(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).


(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, ALAN MATHIS  at 478  926 -4028   ,  email ALAN.MATHIS@ROBINS.AF.MIL .
