   SUBJECT: Delegation of Authority to Approve Payment of Travel Expenses for
            Pre-employment Interviews
 

   AUTHORITY TO REDELEGATE AND TO WHOM

     Pursuant to the authority delegated to the Director, Indian Health Service
     (IHS), by the Deputy Assistatit Secretary for Health Management Operations,
     Public Health Service (PHS), dn April 30, 1991, and redelegated to the
     Director of Headquarters Operations by the Director, IHS, on August 23, 1990,
     I hereby delegate to the Associate Director, Office of Administration and
     Management, IHS, for IHS Headquarters personnel, the authority to approve
     payment of travel expenses for pre-employment interviews.

    AUTHORITY TO REDELEGATE

    This authority may be redelegated.

    INFORMATION AND GUIDANCE

     Requirements and instructions for exercising this authority are contained in
     United States Office of Peisonnel Management (USOPM) regulations and DHHS
     Instruction 571-2.

    Department policy permits the payment of travel expenses for pre-employment
    interviews when the selecting official has determined that it is in the best
    interest of the Department to recruit outside the commuting area and
    pay interview expenses.

    SUPERSESSION

    None.

    EFFECTIVE DATE
