Ref:   Section 920 Standardized Regulations (GC, FA)

Effective July 8, 2007, unless otherwise noted, allowances and/or post differential rates are revised as shown. These changes will be Part A of TL:SR-679.

Please inform local offices of all U.S. government agencies at the posts listed in this cable.

Abbreviations and short form designations of posts will be used in this telegram; complete post entries will be shown in the full Table of Allowances DSSR Section 920.

Important:   Read this entire message as posts may be listed more than once. Changes are listed by allowance or differential rather than by post.

Taiwan has been included, when applicable, under arrangement with the American Institute in Taiwan .

The Post Allowance change for Southampton , UK is based on a survey submitted by Southampton . All other Post Allowance changes are based on currency exchange rate information reported to the Office of Allowances as of the first Thursday of Pay Period 13 (June 28, 2007).

The Education “At-Post” Allowance rate changes are based on new information supplied by posts for the school year 2007/2008.

Effective July 8, 2007, with TL:SR 679A, the Department of State Standardized Regulations (DSSR) are amended as follows:

  •    Chapter 260 - Separate Maintenance Allowance: new subparagraphs at 262.3“Transitional SMA (TSMA)” - is amended to assist families when employees are serving at unaccompanied posts. In particular, these changes add two categories of Transitional SMA (TSMA). These provide for TSMA to assist family members who must temporarily occupy commercial quarters at their official Involuntary SMA location, either (1) immediately after their arrival at that location from an accompanied foreign post, when the employee is transferring to an unaccompanied post, or (2) immediately prior to their departure from the ISMA location, when the employee has completed an unaccompanied tour and the family is preparing to join the employee transferring to an accompanied foreign post.

     

     

  •    For the first of the above situations, the amended DSSR provides up to sixty days' TSMA payments after the family members occupy commercial quarters. For the second situation described, the DSSR now provides up to ten days' TSMA payments after the family members occupy temporary commercial quarters. For each of these two circumstances there is language disallowing such payments for days for which the employee receives per diem on behalf of these family members.

     

  •    (Up to this time there has been no DSSR provision for subsistence for family members in either of these two situations involving unaccompanied-post transfers.)
