Statement of Significance (as of designation - February 4, 1985):
From the time of the Revolution, Governors Island has been a major component of the coastal fortification system for the nation's largest harbor. The present fortifications, Fort Jay, a square four bastioned fort, and Castle Williams, a circular casemated work, were erected as part of the second American System of fortification in the years preceding the War of 1812. From 1978 to 1966 the island is served as a major Army administrative center, and from 1966 to 1997, as headquarters for the U.S. Coast Guard's Atlantic Area command.

Condition:
No new damage or changes have occured in the past year beyond the increase in deterioration due to lack of funding for stabilization. Funding became available in 4/06 and stabilization efforts have begun.

Recommendation/Change since last report:
Total costs for bringing the buildings on Governors Island to livable condition are estimated at approximately $400 million. Current funding will go a long way toward providing critical stabilization measures including roof and masonry repair. It is hoped that a development plan will soon be in place for Governors Island and the majority of the rehabilitation cost will be turned over to private developers. Adaptive reuse of these buildings and achieving occupancy as soon as possible is essential for the survival of these buildings.
