resistance including resistance to action of water, mild aqueous solutions, grease, oils, extreme climatic temperatures, frequent 
handling, discoloration and durability. Printed matter may include text, line illustrations, and halftones up to 175-line screen. 

 

Stock: Shall be a non-cellulose substrate.

Surface: The film shall not flake, powder, crack, blister, 
or otherwise deteriorate under print or other handling 
conditions, shall not discolor, become brittle, or be subject 
to attack by mold, mildew, or fungus under normal 
conditions, and shall be uniform, free from mottle, and 
from any particles that will pick, lift, fluff, or pile on use 
under normal conditions. 

 

Aged film1: The L* component of the color shall not 
decrease more than 3 percentage points. 

 

General appearance: Film shall conform to the standard 
sample(s) established by the Government. 

Brightness: Shall not less than target 88% or as specified. 

Color: The paper in the order (or publication) shall be 
uniform and the color variation shall not exceed 
DE(CIELAB) = 1.0. 

Finish and formation: Shall be uniform. 

Cleanliness: The film shall be clean. 

 

Testing: Shall be conducted in accordance with methods in part 2, Government Paper Specification Standards. The
