Stock: Shall be a cellulose Ц based substrate. 

Note: Recovered material, in any percentage, is 
encouraged, provided that the requirements of this 
Standard are met.

Surface: The paper shall not deteriorate under print or 
other normal handling conditions; shall be uniform, free 
from mottle, and from any particles that will pick, lift, fluff, 
or pile on use under normal conditions. 

 
Aged paper (film)1: The L* component of the color shall 
not decrease more than 3 percentage points. 

 
General appearance: Paper (film) shall conform to the 
standard sample(s) established by the Government. 

Brightness: Shall not less than target 85% or as specified. 

 
Color: The paper in the order (or publication) shall be 
uniform and the color variation shall not exceed 
DE(CIELAB) = 1.0. 

Finish and formation: Shall be uniform. 

Cleanliness: The paper (film) shall be clean. 

 
Testing: Shall be conducted in accordance with methods in part 2, Government Paper Specification Standards. The 
acceptance criteria Part 4 does not apply.
