As a stock investor in OTC/BB stocks, I am requesting that the SEC adopt the 
rule changes (S7-24-99) to prevent "naked shorting" of stocks. As an 
investor, I must conform to the rules of law. Why can Market Makers blatantly 
disregard rules rules with impunity? Please pass this ruls as soon an 
possible. thank you.
