Mr. Rice: "Members of the Chicago FBI and detectives from the Chicago Police Department arrested 51 alleged and suspected members of a street gang called the New Breeds."
Mr. Schiff: FBI Agent Ross Rice in Chicago who says the suspects worked out of a subsidized housing project...
Mr. Rice: "They had basically turned this into a drug distribution and storage facility in a fortress-like environment ."
Mr. Schiff: Rice says this gave them a comfort zone from police and rival gang members...
Mr. Rice: "They would sell drugs on the street corner right outside this complex; it had become nicknamed The Fortress."
Mr. Schiff: Rice says an undercover investigation called Operation Impunity began...
Mr. Rice: "We also employed electronic surveillance, both outside the complex so we can videotape drug transactions as they were taking place on the street, and intercept, with court authorization, telephone calls to and from the hierarchy of the gang."
