Washington, D.C. 20580 Re: Made In U.S.-., policy Comment Dear Sir/Madam: Conair Corporation wishes to comment on Made In U.S.A. policy issues that are the result of the commissions workshop held March 26 and 27, 1996. We feel that number 2, Percentage Content Standard, is the fairest way to declare Made in U.S.A in today's global economy, Furthermore, we feel that a 50% threshold of domestic content is acceptable. The domestic content should consist of: raw materials, parts, competent, labor and fringe benefits for shipping, receiving warehousing, assembly and packaging as well as transportation costs. Manufacturing , of course, is the primary cost and amortization of capital equipment and square footage, as well as overhead should be included. The public benefit is hiring 100 to 150 new employees (replacing offshore jobs), increased tax base, and the economic ripple' effect this will create.
