When the president declared the end of "major combat operations" in Iraq on May 1, he did not say the struggle was over and the battle was won. We are still at war in that country, and our troops face danger every day. Having spent three days in Iraq, and having seen areas of the country no other member of Congress had been allowed to visit before our trip, I came back convinced Iraq is the front line in our war against terror.

8/1/03:  The Federal Government funded research that links President Reagan and Rush Limbaugh to Hitler and Mussolini.   The federally funded authors say, "some of the common psychological factors linked to political conservatism include Fear and aggression; Dogmatism and intolerance of ambiguity; Uncertainty avoidance; Need for cognitive closure; [and] Terror management."

"Criticism of Iraq policy seen hurting U.S. troop morale"
Rep. Mike Pence says he has seen firsthand how the back-and-forth charges in Washington over U.S. policy in Iraq are affecting troop morale there.

Since the end of major combat in Iraq, the Bush administration has faced questions about the intelligence the president cited in pressing his case for war. But Republicans say the criticism is politically driven and risks undermining U.S. policy.

"Medicare drug bill troubles conservatives in House"
Conservatives in the House have major concerns about the chamber's Medicare prescription drug bill, expected to come to the floor tomorrow, and some say it would be better to join with Democrats to defeat the measure rather than to pass it as written.

 "One more massive federal entitlement is, simply put, one more disaster," said Mr. Pence, who wants a drug benefit only for the poorest seniors.

    "I'm planning to vote no," said Rep. Jim DeMint, South Carolina Republican. "I'm convinced this is a prescription for socialized medicine. ... I want to change it or stop it."
    "I believe the conservatives in the House are the last line of defense," said Rep. Mike Pence, Indiana Republican. "This is the vote. This is the last time to stop it."

5/8/03: "Dueling For Dollars"

"While I am pleased that the president proposes to devote additional resources to both homeland security functions and the Department of Defense, I believe the proposed 3.8 percent increase for the other discretionary operations of the government and the proposed increases in mandatory spending are overly generous given the state of the economy and other pressing demands on government resources," said Rep. Sue Myrick, R-N.C., the RSC's chairwoman, when the president's budget was released. Added Rep. Pat Toomey, R-Pa., head of the RSC's budget taskforce, "Since defense and homeland spending requires greater growth, the rest of the budget needs further restraint."

5/1/03:  H.R. 1298 "United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003" passes the House.

amendments adopted:

  • Rep. Joseph Pitts (R-PA), amendment ensuring that at least one-third of the HIV prevention spending be earmarked to abstinence.
  • Rep. Chris Smith (R-NJ) "conscience clause" amendment makes it possible for faith-based organizations to participate in the $15-billion/five-year initiative without being forced to furnish condoms or otherwise violate their principles.
  • Rep. Billy Tauzin (R-LA) amendment was adopted to establish priorities ensuring that spending be directed first to the nations with the greatest need and to direct the Institutes of Medicine to report to Congress on the success rates of programs and methods used pursuant to the massive measure.
  • Rep. Cliff Stearns (R-FL) amendment imposes a ceiling on Global Fund officials' and staff salaries providing that none of the Fund's personnel can earn more than the salary of the Vice President of the United States.

House Republicans are furious with Senate Republican leaders and say a real rift has developed since the senators cut a deal last week that would limit tax cuts to less than half the amount President Bush wants. "You just feel very betrayed, very frankly," said Rep. Sue Myrick of North Carolina, who is chairman of the conservative Republican Study Committee.

"We cannot in good conscience simply accept the Senate-passed tax number," Rep. Sue Myrick, R-N.C., said in a letter to Hastert. The letter from Myrick, chair of the conservative House Republican Study Committee, was signed by 29 other members. That's an important voting bloc in a House where Republicans control 229-206.

Today we learn whether Republicans are even half-serious about taming the budget and combating our colossal $2 trillion budget. It is essential that Republicans and pro-growth Democrats approve the Republican Study Committee budget drafted by fiscal superstar Pat Toomey of Pennsylvania. That budget slams the brakes on federal spending until the budget is balanced. It also allows for an even bigger tax cut than the President has requested.
