Background
The United States Agency for International Development (USAID) has funded
the Integrated Financial Management System (IFMS) project in support
of the Government of Haiti (GOH) since November 2004. The project is
aimed at assisting the Haitian Ministry of Economy and Finance (MEF)
and other GOH entities in the on-going struggle to combat corruption
through the design and implementation of an Integrated Financial Management
System (IFMS) and the development of improved internal controls.
Activities
Phases I and II have been completed and phase III is currently being
implemented. During the Haiti IFMS Phase I and II (2005 – 2006),
following major project accomplishments have been achieved:
• Forty-one (41) GOH institutions in Port-au-Prince are currently
interconnected in a MEF Metropolitan Area Network (MAN) that provides
for automated financial functions; improved environment, monitoring
and control for fighting against corruption; better public services;
and economic growth.
• The MAN infrastructure allows all thirty four (34) GOH institutions
that are using the MEF budget requisition process to access and work
in real-time with the initial locally-developed expenditure tracking
system—SYSDEP and a full-featured IFMS in the future.
• The MAN-connected Anti-corruption Unit (ULCC) has enhanced its
ability to monitor and oversee the procurement process of the GOH institutions.
• The Financial Intelligence Unit (Unité Centrale de Renseignements
Financiers – UCREF) of the Ministry of Justice and Public Security
(MJPS) has received Technical Assistance (TA), consisted of upgrade
of the UCREF Information Technology (IT) infrastructure and development
and implementation of the UCREF Interface Application (UIA). This application
provides for electronic data transfer from Commercial Banks to UCREF
in compliance with the Law on Money Laundering and Drug Trafficking
and is the first and currently only one such application in the Caribbean's
and Central America.
• Launching of IFMS Phase III for the extension of the network
infrastructure to 32 sites in 16 regional locations.
USAID Support
USAID has made $2.4m available for the various components and plans
to spend an additional $1.2m in FY08.
