"Please further clarification of "White Parer" is there an available example on line showing what you would expect. An example of the format etc.?"

Answer:
A white paper is a summary of the state-of-the-art technologies, including background information and problem descriptions, that have been or are currently being studied on the specified topic area. A white paper proposes an innovative approach to solving the stated problem, building off of current research.

As for the formatting of an application, please refer to Section III, Application Preparation and Submission Requirements of the Master Solicitation.
