News reports erroneous

News reports of anything but a normal year-end shutdown are erroneous. Dick Burick, deputy Laboratory director for operations, and David Gurule, manager of the Department of Energy's Los Alamos Area Office, are currently working on a plan to handle any disturbances caused by Year 2000 problems during the shutdown.

New counterintelligence debrief procedures for foreign travel and hosts of foreign visits

As of April 1, Internal Security (ISEC) has been required to conduct counterintelligence debriefings of all Lab employees each time they go on foreign travel to sensitive countries or host foreign visitors from sensitive countries.

Because some Laboratory divisions travel to sensitive countries frequently and on a regular basis, they will have noticed the increase in required debriefings. Because the volume of counterintelligence debriefings has risen sharply with the new procedures, ISEC has implemented a debriefing questionnaire, designed to determine if further, more detailed debriefings are necessary. If a traveler or host would prefer a personal, face-to-face debriefing, those arrangements can be made.

According to ISEC staff, filling out the short questionnaires will satisfy the debrief requirement in most cases. The questionnaire for foreign travel consists of a series of yes or no questions and includes space for comments. As an example, the questionnaire for foreign travel begins with the question, "Did any of your foreign contacts probe inappropriately for information of a technical nature on your work or that of the Laboratory?" The separate questionnaire for foreign visits asks questions such as, "Did the foreign visitor or assignee ask or attempt to gain access to any area or material that was not authorized on this visit or assignment?"

Additionally, ISEC asks that all Lab employees, regardless of clearance level, report any travel to sensitive countries. Personal travel can inadvertently become official travel, for example, when an employee is asked to give a talk, either formal or informal, while on vacation, and official travel must be reported. To report unofficial travel to a sensitive country employees or assignees may use the same form, 1512, as used to report official travel.

For any questions concerning foreign travel or visits by foreign nationals and the required ISEC debriefs or to obtain debrief questionnaires, contact the ISEC group office at 5-6090.
