Overview
Through the Alliance, OSHA and BIA are working together to provide the BIA's members and others with
information, guidance, and access to training resources to help them protect employees' health and
safety, particularly in reducing ergonomics injuries, and preventing exposure to hazardous levels of
silica.

Outreach and Communication Goals
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and the BIA's Web sites) to
employers and employees in the industry.
Publications and News Releases
BIA is sharing OSHA related information with its members through the association's monthly
e-newsletter, Brick News Online. For example, BIA included the following article in the
e-newsletter:
- "OSHA's Comprehensive Ergonomics Plan Features Targeted Guidelines and Tough Enforcement," Brick
News Online, November 8, 2007. The article describes OSHA's comprehensive approach to ergonomics.

OSHA and BIA Alliance Web page
OSHA continues to update the OSHA and BIA Alliance Web page that is posted on the Agency's Web site.
The page includes links to the OSHA and BIA Alliance agreement and the OSHA news release on the
Alliance's signing. In addition, the Web page features information on U.S. Department of Labor
(DOL)-developed articles on OSHA's compliance assistance and cooperative program resources which
have been included in BIA's e-newsletter, Brick News Online.

During the report period, BIA completed and posted a BIA and OSHA Alliance Web page on the BIA Web
site that includes the goals of the Alliance and a link to the OSHA and BIA Alliance Web page on the
Agency's Web site. In addition, there are links to a number of OSHA's compliance assistance and
cooperative program resources.

Events
2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008
BIA representatives are working with more than 40 other Alliance Program participants to support
2008 NAOSH Week that will be held May 4-10. 2008 NAOSH Week is sponsored by the American Society of
Safety Engineers (ASSE), another Alliance Program participant, and focuses on illustrating how
safety is good business. The theme of this year's event is "Safety is Good Business."
Brick Show 2007, May 29-31, 2007, Orlando, Florida
Through the Alliance Program, OSHA provided BIA with compliance assistance publications for
distribution at the Brick Show 2007, May 29- 31, 2007 in Orlando, Florida.
- Share information among OSHA personnel and industry safety and health professionals regarding
BIA's best practices or effective approaches and publicize results through outreach by BIA and
through OSHA- or BIA- developed materials, training programs, workshops, seminars, and lectures (or
any other applicable forum).
Products
"Occupational Health Program for Exposure to Crystalline Silica in the Brick Industry" Manual
Through the Alliance, BIA developed the draft "Occupational Health Program for Exposure to
Crystalline Silica in the Brick Industry," the manual will provide employers guidelines to monitor
occupational exposures and associated respiratory health effects of crystalline silica exposure. BIA
will post the manual on its Web site after it is completed, and OSHA will link to it from the OSHA
and BIA Alliance Web page and Alliance Program participant Developed Products Web page.
"Silica Dust Results – Calculations and what they mean" Fact Sheet
Through the Alliance, BIA is developing the draft fact sheet "Silica Dust Results – Calculations and
what they mean." The fact sheet is being developed to help employers inform their employees about
the hazards associated with crystalline silica. BIA will post the fact sheet on its Web site after
it is completed, and OSHA will link to it from the OSHA and BIA Alliance Web page and Alliance
Program participant Developed Product Web page.
Events
BIA's Silicosis Prevention Seminar, February 5, 2008, Clemson, South Carolina
Through the Alliance, OSHA and BIA worked together to develop the agenda for BIA's Silicosis
Prevention Seminar. Brian Roberston, Industrial Hygienist, Region IV, Columbia, South Carolina Area
Office, USDOL-OSHA, presented "Exposure Monitoring" and John Steelnack, Industrial Hygienist, Office
of Biological Hazards, Directorate of Standards and Guidance, USDOL-OSHA, presented "Control of Dust
Exposures" and "OSHA Silica Resources" to 30 attendees during the Silicosis Prevention Seminar on
February 5, 2008 in Clemson, South Carolina.
- Promote and encourage BIA members or worksites' participation in OSHA's cooperative programs such
as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its
Safety and Health Achievement Recognition Program.
Products
BIA's monthly newsletter, Brick News Online included the following articles developed by the U.S.
Department of Labor focusing on OSHA's cooperative programs and compliance assistance resources.
- "Hispanic Worker Outreach: OSHA can Help," Brick News Online, September 27, 2007. The article
addresses the fact that Hispanic workers are more likely to be injured or suffer a fatality on the
job; and it provides information to employers regarding compliance tools and resources that are
available to help them in reaching out to their Spanish-speaking employees.
- Executive Summary
Through the Alliance Program, OSHA and BIA are working together to develop resources for employers
in the brick industry to use to protect employees' health and safety, particularly in reducing
ergonomics injuries and preventing exposure to hazardous levels of silica. The positive relationship
that OSHA and BIA has developed over the past two years has led to the development of the many
programs and projects that the team is currently working on or has produced. For example, through
the Alliance, BIA developed the draft "Occupational Health Program for Exposure to Crystalline
Silica in the Brick Industry Manual," which will provide employers guidelines to monitor
occupational exposures and associated respiratory health effects of crystalline silica exposure. In
addition, BIA is developing a draft fact sheet "Silica Dust Results-Calculations and what they
mean." The fact sheet will help employers inform their employees about the hazards associated with
crystalline silica.
Further, BIA representatives are sharing their expertise with OSHA through participation on the
editorial boards for the following Safety and Health Topics pages:

- Heat Stress
- Machine Guarding
- Silica, Crystalline
In addition, OSHA and BIA shared safety and health information and OSHA resources on crystalline
silica with the brick industry at the BIA's Silicosis Prevention Seminar on February 5, 2008 in
Clemson, South Carolina.

IV. Upcoming Milestones
As a result of the Alliance's successes in its first two years, OSHA and BIA will renew the
agreement for two years. Through the renewal agreement, the organizations will encourage employers
to provide information, guidance and access to training resources that will help protect employees'
health and safety, particularly in preventing exposure to hazardous levels of silica and reducing
ergonomic injuries. For example, through the Alliance BIA will finalize the "Occupational Health
Program for Exposure to Crystalline Silica in the Brick Industry" manual and the "Silica Dust
Results-Calculations and what they mean" fact sheet. In addition, BIA will begin developing a
ergonomics fact sheet for the brick industry.
As part of the Alliance's outreach efforts, BIA will be joining more than 40 other Alliance Program
participants to support 2008 North American Occupational Safety and Health Week, May 4-10. In
addition, BIA representatives will continue to provide OSHA with their expertise and serve on a
number of OSHA's Safety and Health Topics pages' editorial boards including Confined Spaces, Control
of Hazardous Energy (Lockout/Tagout), Heat Stress, Machine Guarding, and Silica, Crystalline.
BIA plans to publish an article by Assistant Secretary Edwin G. Foulke Jr., USDOL- OSHA, "Making the
Business Case for Safety and Health", in their monthly e- newsletter Brick News Online. Finally, BIA
plans to continue to promote OSHA compliance assistance materials, cooperative programs, and the
OSHA and BIA Alliance through articles in the publication.
