Description/Abstract The Bush administration has caused confusion in the solid waste management community and raised doubts about administration policy claims the author.^Acting through its Council on Competitiveness, the administration persuaded the Environmental Protection Agency (EPA) to drop mandatory recycling provisions from its requirements for the operation of incineration facilities.^The action came as a surprise, Ditz says, because EPA had stoutly defended recycling just months before its retreat.^The reasons cited for the decision are easily challenged.^The author claims the decision itself raises broader questions about the Bush administration`s commitment to a solid waste management hierarchy that assigns priority to waste reduction and recycling ahead of incineration and landfilling, and it prompts bewilderment over the administration`s environmental priorities.
