    Overview

    The Occupational Safety and Health Administration (OSHA) and the North Dakota Association of Rural Electric Cooperatives (NDAREC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and NDAREC hereby form an Alliance to provide information, guidance, and access to training resources that will help protect employees’ health and safety, particularly in reducing and preventing exposure to hazards associated with the electric transmission and distribution service industry.

     Outreach and Communication Goals:
     
    • Develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA’s and NDAREC’s Web site.

    • Speak, exhibit, or appear at OSHA’s or NDAREC conferences, local meetings, or other stakeholder events.

      On January 16, 2008, Bruce Beelman, Area Director, Bismarck Area Office, addressed the opening session of the NDAREC Apprenticeship Training and Safety Conference (ATS) to introduce the alliance and welcomed participants.

      On March 17, 2008, Tom Deutscher, Compliance Assistance Specialist, addressed the NDAREC Safety Coordinators Conference to further discuss the goals and objectives of the alliance and to also participate in a dialogue of safety and health related issues facing rural electric cooperatives today.

      On April 21, 2008, Tom Deutscher, Compliance Assistance Specialist, addressed the NDAREC Contractors Safety Conference regarding payment for PPE and an OSHA update.
       
    • Share information among OSHA personnel and industry safety and health professionals regarding NDAREC best practices or effective approaches and publicize results through outreach by NDAREC and through OSHA and other organizations.

      During this reporting period, the OSHA and NDAREC Alliance Implementation Team did not start work on programs or projects to address this goal.
       
    Promoting the National Dialogue Goals:
     
    • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever NDAREC leaders address groups.

      During this reporting period, the OSHA and NDAREC Alliance Implementation Team did not start work on programs or projects to address this goal.
       
    • Convene or participate in forums, round table discussions, or stakeholder meetings to help forge innovative solutions to safety and health issues in the industry.

      During this reporting period, the OSHA and NDAREC Alliance Implementation Team did not start work on programs or projects to address this goal.
       
  4. B. Executive Summary

    Historically OSHA and the NDAREC have had a very cooperative working relationship. This alliance serves to enhance this relationship and raise awareness between both organizations on the safety and health issues each face. As the association serves as a training center for most of the cooperatives needs, it increases OSHA’s ability to leverage resources and impact employee educational needs.

    In the first year of the Alliance, OSHA and NDAREC established an excellent working relationship. Through this Alliance, OSHA and NDAREC are working to reduce injuries and exposure to hazards in the electric transmission and distribution service industry.

  5. Upcoming Milestones

    In the upcoming year, OSHA and NDAREC will continue its excellent working relationship and collaborate on projects to support the Alliance agreement. OSHA will continue to participate in upcoming events as described under the training and education goals section of this document.
