General Comment

If OSHA were to institute an instance by instance penalty system for training
violations, it could have to potential to put many, if not most, small
businesses out of business. If OSHA was to implement this policy, then it should
be enforced on companies that have at least 50 or more employees. At that
number, it is then feasible to expect the company to either conduct the proper
training methods or hire a training company to conduct the training for them. If
there are at least 50 employees, then the company must accept the consequences
if they do not.
