EU concerted action for multinational scenario analysis on the impacts of HIV/AIDS on society (1994-1997).

Objectives: To communicate an ongoing multinational project to assess past and future epidemiological, economic and social impacts of HIV/AIDS on society. The project aims to support public health policy makers in the European Union. Methods: The EU Concerted Action (contract BMH1-CT-941723) has been undertaken by a multidisciplinary research team (representatives of about 30 institutes from 9 countries). The action is structured around four Working Groups dealing with Epidemiological Impact, Economic Impact, Social Impact and Modelling Support. The scenario analytical approach involves standardized data collection in collaboration with the WHO/EU European Centre for the Epidemiological Monitoring of AIDS (Paris) and the application of a common modelling methodology (backcalculation and dynamical models). Results: A conceptual model for HIV/AIDS scenario analyses is assessed. Available data sources (AIDS surveillance, databases on health care utilisation) are evaluated and extended by active data collection through questionnaires (e.g. on country-specific surveillance parameters on HIV) and literature reviews (e.g. on modelling techniques, survival time, cost studies, AIDS in the family and AIDS manifestations). A reference scenario (most likely course) has been specified and is elaborated (country- and exposure group-specific). Themes for alternative scenarios refer to the effects of pre-AIDS treatment, the duration of incubation time, survival time after AIDS diagnosis, prevention (expressed in numbers of HIV infections). An overview on the set-up and progress so far of the concerted scenario study will be given. Conclusion: The organizational and methodological framework for multinational HIV/AIDS scenario analysis, which has been developed to support public health policy making, permits comparative (between and within countries) HIV/AIDS impact assessment.
