Potts Director SUBJECT: New rider for Public Financial Disclosure: A Reviewer's Reference In March 1994, the Office of Government Ethics (OGE) published a loose-leaf manual for reviewers of public financial disclosure reports (SF 278s), entitled Public Financial Disclosure: A Reviewer's Reference. The initial printing has sold out. We are pleased to announce a new GPO rider by which you may purchase additional copies of this manual. The new printing will include the original manual, along with Change 1 of August 1995 (Chapter 8: Investments) and Change 2 of March 1996 (revised glossary and index, plus selected page updates and corrections). Note: If you only want these changes, rather than additional copies of the complete manual, you would not need to reorder under this rider. You should have already received a copy of Change 1 in September 1995 at the OGE Ethics Conference; a copy of Change 2 will be provided automatically to all DAEOs in early April. For those who would like to order additional copies of the complete manual (with both changes) under this new rider, the following information describes this publication and how to place orders. The Reference is an introduction to the public financial disclosure system and a comprehensive guide to reviewing Standard Form 278. It is intended to simplify the processing and reviewing of SF 278s. The target audience is beginning or intermediate level reviewers, but experienced ethics officials have also found it useful as a refresher and source reference. This manual is divided into three parts. Part I addresses the procedural aspects of SF 278 completion and review, as well as the process of resolving conflicts of interest. Part II describes specific types of financial interests, and then focuses on how they should be disclosed, the mechanics of reviewing the entries, and how to resolve conflicts unique to each type of interest. Part III contains appendices, including a summary of ethics laws and regulations, model letters, a review checklist, case studies, a glossary, and an index. This publication contains approximately 300 pages of text and sample SF 278 entries, suitable for use with a three-ring binder. In order to lower the cost, this edition will not contain chapter dividers or a special cover sheet, but it will be hole-punched and shrink-wrapped. We anticipate a price of about $21, but the actual cost can only be determined after the rider closes.
