Appendix J FIPS Class Code Definitions Each class is in one of four major "groups" that differentiate between populated places, other geopolitical and census units, institutional facilities, and terminated entries. Some subclasses relate an entry to a class different from its own, which is useful because a number of entries serve in more than one capacity. For example, an American Indian reservation also may serve as the statistical equivalent of a minor civil division. Subclasses also identify close relationships; for example, some subclasses identify entries in different classes that are coextensive. Group 1: Populated Places Except Those Associated With Facilities Class C: Incorporated Places C1: identifies an incorporated place that is governmentally active, is not related to an Alaska Native village statistical area (ANVSA), and does not serve as a minor civil division (MCD) equivalent. C2: identifies an incorporated place that also serves as an MCD equivalent because, although the place is coextensive with an MCD, the Census Bureau, in agreement with state officials, does not recognize that MCD for presenting census data because the MCD cannot provide governmental services (Iowa and Ohio only). C3: identifies a consolidated city. C5: identifies an incorporated place that also serves as an MCD equivalent because it is not part of an MCD or a county subdivision classified as Z5. C6: identifies an incorporated place that coincides with or approximates an ANVSA. C7: identifies an independent city; that is, an incorporated place that also serves as a county equivalent and an MCD equivalent. C8: identifies the portion ("remainder") of a consolidated city that excludes the incorporated place(s) within that jurisdiction. C9: identifies an incorporated place whose government is operationally inactive and is not included in any other C subclass. Class E: Alaska Native Village Statistical Areas (ANVSAs) E1: identifies an Alaska Native village statistical area (ANVSA) that does not coincide with or approximate an incorporated place or a census designated place (CDP). E2: identifies an ANVSA that coincides with or approximates a CDP. E6: identifies an ANVSA that coincides with or approximates an incorporated place. Class U: Unincorporated Places Except Those Associated With Facilities U1: identifies a CDP with a name that is commonly recognized for the populated area. U2: identifies a CDP with a name that is not commonly recognized for the populated area (e.g., a combination of the names of two or three commonly recognized communities, or a name that identifies the location of the CDP in relation to an adjacent incorporated place). U4: identifies an unincorporated place wholly or substantially within the boundaries of an incorporated place. U6: identifies an unincorporated place located wholly or substantially outside the boundaries of an incorporated place or CDP and designated as a "populated place" by the U.S. Geological Survey. U8: identifies an unincorporated place located wholly or substantially outside the boundaries of an incorporated place or CDP, but not verified by the U.S. Geological Survey. U9: identifies a CDP that coincides with or approximates an ANVSA. Group 2: Geopolitical and Census Units, Other Than Populated Places or Facilities Class D: American Indian Reservations (AIRs) D1: identifies a Federally-recognized American Indian reservation that does not serve as an MCD equivalent. D2: identifies a Federally-recognized American Indian reservation that also serves as an MCD equivalent. D3: identifies an American Indian tribal government that holds property in trust - "trust land" - for a tribe or individual member(s) of the tribe, and the trust land(s) is not associated with a specific American Indian reservation. D4: identifies a state-recognized American Indian reservation that does not serve as an MCD equivalent. D5: identifies a state-recognized American Indian reservation that also serves as an MCD equivalent. D6: identifies a tribal designated statistical area (TDSA) or tribal jurisdiction statistical area (TJSA) (TJSAs occur only in Oklahoma). Class T: Active Minor Civil Divisions (MCDs) T1: identifies a governmentally active MCD that is not coextensive with an incorporated place. T5: identifies a governmentally active MCD that is coextensive with an incorporated place. Class Z: Inactive or Nonfunctioning County Divisions Z1: identifies an MCD that is governmentally inactive or cannot provide general-purpose governmental services. Z3: identifies an unorganized territory identified by the Census Bureau as an MCD equivalent for presenting census data. Z5: identifies a census county division (CCD), census subarea (Alaska only), or census subdistrict (Virgin Islands only). Z6: identifies a sub-MCD, or identifies a legal subdivision of and MCD (a sub-MCD) Z7: identifies an incorporated place that the Census Bureau treats as an MCD equivalent because it is not in any MCD or is coextensive with a legally established but nonfunctioning MCD that the Census Bureau does not recognize for data presentation, AND is located in a state or county whose MCDs cannot provide governmental services (Iowa, Nebraska and North Carolina only). Group 3: Facilities Class M: Federal Facilities M2: identifies a military or Coast Guard installation (or part of an installation) that serves as a CDP. Group 4: Obsolete or Incorrect Names Class X: Obsolete or Incorrect Names X1: entity abolished and not absorbed by another surviving entity. X2: name of entity changed. X3: name of entity incorrect or less preferred; entity may continue to exist, but is being dropped as not pertinent. X4: entity absorbed by one or more surviving entities. X6: entity abolished as no longer appropriate or pertinent.
