This solicitation is set-aside for HUBZone small business concerns. If we do not receive enough competition from the HUBZone small business concern set-aside, we will then evaluate quotes and consider for award small business concerns.



The Umatilla National Forest is issuing a contract to reduce the potential of high intensity wildfire by removing and/or rearranging the existing fuel loading on selected project areas located on Heppner and North Fork John Day Ranger Districts of the Umatilla National Forest in Grant, Morrow and Umatilla Counties, Oregon. Fuel material that may have commercial value will be available for sale. Any resultant contract will be an indefinite-delivery, indefinite quantity type contract for either fuel removal and fuel treatment activities or purchase of usable fuel material generated from the fuels removal activity. This solicitation will result in an arrangement that includes multiple-award, multiple-year “INDEFINITE Quantities” (IDIQ) (also known as a task order contract), performance based service contract spanning three (3) years. The quantity shown in the Schedule of Supplies or Services are not a representation of actual quantities to be ordered, but serve as a means of developing a pool of contractors for competing Task Orders. The Government can not predetermine the precise quantities that will be ordered during the contract period. The estimate is based on anticipated orders for 2008. The period of performance of this contract is from date of contract award through November 30, 2010 with an estimated start work date of June 30, 2008.



The Contractor shall furnish all labor, supervision, transportation, equipment and incidentals necessary to complete treatment of fuel material. Ground based treatment of fuel will be on slopes of less than 35%. A cut, lift, remove (e. g., processor/forwarder) or cut, one end suspend, remove (e. g., rubber tired skidder), deck, load and transport (trucking) system is required. In-place fuel treatment (mulch/grind) may be required.



The end result of this contract is that less than 9-12 tons per acre of fuel loading remains on the treatment unit and usable material is transported to the Government specified delivery sites.
