1. Intended Award. This Public Notice about soliciting from a single source for an award less than the simplified acquisition threshold of $100K is published for informational purposes only. This Public Notice identifies mandatory current Department of Energy and state licenses are required for this solicitation. The Government intends to acquire hazardous (radioactive) waste pickup/disposal of 51 IBIS Indicators from Pave Low Helicopter Flight Control Systems (Government Furnished Property, GFP items) for 150 days. Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1) and FAR 6.302-1(a) (2). The proposed source is incumbent General Nucleonics Incorporated, 2807 Metropolitan Place, Pomona, CA 91767-1853. This notice of intent is not a request for competitive quotations; however, the Government will consider all quotations/ responses electronically received within five (5) calendar days of the issuance of this Public Notice. A determination by the Government not to compete this proposed award, based upon responses to this notice, is solely within the discretion of the Government. Information electronically submitted in accordance with below instructions will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government shall not pay companies for any responses submitted.

2. Instructions for submitting Electronic Information: Email responses shall identify and attach copies of mandatory Department of Energy and state licenses for disposal of radioactive strontium waste and GFP items. Email responses shall not be sent as an executable file (.exe) or as a zip file (.zip) because information technology security systems of WPAFB computers do not allow receipt of such files. Solicitation summarizes performance work statement of a certified purchase request. All response shall be received by 88th CONS/PKPB not later than 11 AM Eastern Daylight Savings (local time)on the due date. The due date is 5 days after this is posted (advertised) on FedBizOps. 1. Government Specifications: This PWS stipulates integrated and controlled disposal services (NAICS Code 562211) of radioactive Strontium 90 from 51 General Nucleonic Manufactured MH-53 IBIS Indicators NSN 6620-01-125-8904BZ, OEM #24494, Part Number 12210-1. Each of the 51 indicators contains 500 micro curies of radioactive strontium 90. This directed sole source acquisition is to the Original Equipment Manufacturer of National Stock Number NSN 6620-01-125-8904BZ,OEM #24494,and Part Number 12210-1

2. Contractor Requirements: The contractor shall have a valid US Nuclear Regulatory Commission or Agreement State License authorizing the receipt, possession, use and storage of the aforementioned radioactive material and provide to the government a one time copy prior to execution of the contract. Any expired license under review for renewal shall be accompanied with a deemed timely filed letter from the appropriate regulatory agency. Contractor, original equipment manufacture, will be evaluated on the basis of having a US Nuclear Regulatory Commission or Agreement State License authorizing the receipt, possession, use and storage of the contracted devices containing radioactive material. Any expired license under review for renewal shall be accompanied with a deemed timely filed letter from the appropriate regulatory agency. The contractor shall be deemed technically acceptable upon providing the appropriately issued regulatory license. On 17 December 2007 General Nucleonics, Inc. provided the 88 ABW/CEVO Program Manager, Christopher Anthony a State of California Radioactive Material License, 1288-19, expiration date 4 October 2010, that is technically acceptable to complete the requested work.



3. Performance Period and Workload: Final disposal shall be completed not later than 150 days after the award date for all 51 indicators currently in possession of the manufacturer and shall be accepted by the manufacturer from the government for disposal actions. Upon transfer of the indicators to the manufacturer a letter of receipt detailing the item description, national stock number (if applicable), model and serial number of each device, radioactive material, activity and reference date of the device or radioactive shall be provided to the government.

4. Instructions To Offeror (ITO)To be considered eligible for this award each offeror shall comply with FAR Provision 52.212-3 by having active DUNS, CCR; ORCA Representations Certifications; and Tax ID Number with DFAS Columbus OH for electronic invoicing and payment requests (Wide Area Work Flow, WAWF).
