The RCRA cleanup baseline is a group of 1,714 RCRA treatment, storage, and disposal facilities selected by EPA and the states as warranting attention over the next several years because of the potential for unacceptable exposure to pollutants and/or for groundwater contamination. EPA developed the RCRA cleanup baseline in response to the Government Performance Results Act (GPRA), as a means to track the progress of the RCRA corrective action program. What is RCRAInfo? RCRAInfo is EPA's comprehensive information system for RCRA hazardous waste data. RCRAInfo characterizes facility status, regulated activities, and compliance histories, and captures detailed data on the generation and management of hazardous waste. RCRAInfo can be accessed via Envirofacts at http://www.epa.gov/enviro. Can a large quantity generator (LQG) of hazardous waste who must accumulate the waste for longer than 90 days obtain an extension to the storage time limit? A LQG may be granted an extension to the 90-day period at the discretion of the Regional Administrator due to unforeseen, temporary, and uncontrollable circumstances (40 CFR Section 262.34(b)). If the LQG is not granted an extension, the generator is an operator of a storage facility and is subject to the requirements of Parts 264, 265, and 270. How much municipal solid waste is generated each year in the United States? Approximately 220 million tons of municipal solid waste or garbage were generated in the United States in 1998, which is an average of 4.46 pounds of solid waste per person per day. How many final and proposed sites are on the Superfund National Priorities List (NPL)? As of July 26, 2001, there were 1,231 final NPL sites and 67 sites proposed for inclusion on the NPL. What are Brownfields? Brownfields are abandoned, idled, or under-used industrial and commercial facilities where expansion or redevelopment is complicated by real or perceived environmental contamination. Is information submitted by facilities under the Clean Air Act Risk Management Program (40 CFR Part 68) available to the public? Information submitted by facilities under the Risk Management Program (RMP) is accessible through the RMP*Info database located at http://www.epa.gov/ceppo. RMP*Info does not contain information presented in the offsite consequence analysis (OCA) portion of a facility's risk management plan. Capping and Securing an Underground Storage Tank (UST) that is Temporarily Closed The owner of an underground storage tank (UST) prepares to temporarily close his tank for five months. When an UST system is temporarily closed for three months or more, the owner must leave vent lines open and functioning and cap and secure all other lines, pumps, manways, and ancillary equipment (40 CFR Section 280.70(b)). Is there a specific method of cap and secure that the owner must implement? There is not a specified federal method of capping and securing a UST. EPA's intent is to prevent anyone from filling the tank with a regulated substance or dispensing a regulated substance from the tank. One acceptable way to meet the cap and secure standard would be to affix a padlock on the applicable equipment. American Petroleum Institute (API) Method 1604 recommends that owners and operators, "cap the fill pipe and gauge pipe and secure the tank against tampering. Cap the product lines at the service station island or elsewhere if the pumps are removed, or leave the pumps connected and locked. Turn off electric power to the pumps." Regardless of the method chosen by the owner, it should not interfere with the tank's leak detection mechanisms. Furthermore, the owner should contact the implementing agency to inquire about any additional or more stringent state or local requirements that may apply. New Publications How to order... "Hazardous Waste Management System; Identification and Listing of Hazardous Waste; Proposed Exclusion" July 13, 2001 (66 FR 36725) EPA proposed to grant a petition submitted by Texas Arai Manufacturing Facility to delist certain solid wastes generated by its Houston, Texas, facility from the lists of hazardous wastes. This proposed decision, if finalized, would conditionally exclude the petitioned waste from the requirements of hazardous waste regulations under the RCRA. EPA proposed to use the Delisting Risk Assessment Software (DRAS) in the evaluation of the delisting petition. "Project XL Site-Specific Rulemaking for the Ortho-McNeil Pharmaceutical, Inc. Facility in Spring House, Pennsylvania" July 24, 2001 (66 FR 38395) EPA proposed to implement a pilot project under the Project XL program that would provide site-specific regulatory flexibility under the RCRA for the Ortho-McNeil Pharmaceutical, Inc. (OMP) facility in Spring House, Pennsylvania. The principal objective of this XL project is to determine whether regulatory oversight by the Nuclear Regulatory Commission (NRC) or NRC Agreement States under authority of the Atomic Energy Act (AEA) is sufficient to ensure protection of human health and the environment regarding the management of certain small volumes of mixed wastes that are both generated and treated in an NRC- licensed pharmaceutical research and development laboratory. Specifically, this XL project will allow for the treatment of small volumes of low-level mixed wastes (LLMW) to destroy the organic portion of the waste, generating a residual that can be managed as a low-level radioactive waste. "Land Disposal Restrictions: Notice of Intent to Grant Two Site- Specific Treatment Variances--U.S. Ecology Idaho, Incorporated in Grandview, Idaho and CWM Chemical Services, LLC in Model City, New York" July 24, 2001 (66 FR 38405) EPA proposed to grant two site-specific treatment variances from the land disposal restrictions (LDR) standards for wastes generated at U.S. Ecology Idaho, Incorporated (USEII) in Grandview, Idaho, and CWM Chemical Services, LLC (CWM) in Model City, New York. Both these waste streams are derived from the treatment of multiple listed and characteristic hazardous wastes, including K088 (spent potliners from primary aluminum reduction). EPA proposed to grant an alternate treatment standard of 5.0 mg/L toxicity characteristic leaching procedure (TCLP) for the arsenic in the K088-derived emission control dust from the USEII facility and for the arsenic in the K088-derived baghouse dust, incinerator ash, and filtercake from the CWM facility. "Hazardous Waste Management System; Identification and Listing of Hazardous Waste; Proposed Amendment" July 26, 2001 (66 FR 38970) EPA proposed to modify an exclusion from the lists of hazardous waste, previously granted to Geological Reclamation Operations and Waste Systems, Inc. (GROWS) in Morrisville, Pennsylvania. This action responds to a petition for amendment submitted by GROWS to increase the maximum annual volume covered by its current exclusion.
