Fact Sheet: Action Plan for Implementation of the Agreement Reached at the Six-Party Talks in Beijing

All Parties reaffirmed their commitments in the September 2005 Joint Statement, which includes North Korea's pledge to abandon all nuclear weapons and existing nuclear programs, as well as other steps to promote regional security, stability, and prosperity.
The action plan provides for a number of initial steps to be undertaken by the Six Parties within 60 days to begin fulfilling their commitments in the Joint Statement,, in line with the principle of “action for action”:

INITIAL ACTIONS:
  • Yongbyon Shutdown and IAEA: North Korea will  shut down and seal for the purpose of eventual abandonment the Yongbyon nuclear facility, including the reprocessing facility, and invite back IAEA personnel to conduct all necessary monitoring and verifications
  • List of DPRK Nuclear Programs: North Korea will work with other parties on a list of all its nuclear programs as described in the Joint Statement, including plutonium extracted from fuel rods, that would be abandoned pursuant to the Joint Statement
  • U.S.-DPRK Discussions on Diplomatic Relations:  The U.S. and North Korea will start bilateral talks aimed at resolving pending bilateral issues and moving toward full diplomatic relations.  The U.S. will begin the process of removing the designation of the DPRK as a state-sponsor of terrorism and advance the process of terminating the application of the Trading with the Enemy Act with respect to the DPRK
  • Japan-DPRK Discussions on Diplomatic Relations:  North Korea and Japan will start bilateral talks aimed at taking steps to normalize their relations in accordance with the Japan-DPRK Pyongyang Declaration.
  • Economic, Energy and Humanitarian Assistance: The Five Parties agreed to cooperate in economic, energy and humanitarian assistance to North Korea, including provision of emergency energy assistance to the DPRK in the initial phase. The initial shipment of emergency energy assistance equivalent to 50,000 tons of heavy fuel oil (HFO) will commence within the next 60 days.
  • Working Groups:  Five Working Groups will be set up to carry out the initial actions and for full implementation of the Joint Statement:
  1. Denuclearization of the Korean Peninsula
  2. Normalization of U.S.-DPRK Relations
  3. Normalization of Japan-DPRK Relations
  4. Economy and Energy Cooperation
  5. Northeast Asia Peace and Security Mechanism


All Working Groups will meet within next 30 days.
INITIAL ACTIONS TO NEXT STEPS:
  • Complete Declaration of Nuclear Programs: During the period of the Initial Actions phase and the next phase, the DPRK will provide a complete declaration of all nuclear programs and disablement of all existing nuclear facilities, including graphite-moderated reactors and the reprocessing plant.
  • Continued Assistance: Following the initial shipment within 60 days of heavy fuel oil equivalent to 50,000 tons, additional economic, energy and humanitarian assistance will be provided to the DPRK, equivalent to 950,000 tons of heavy fuel oil (HFO), for a total of 1 million tons of HFO.
Details of this assistance will be determined through consultations and appropriate assessments in the Working Group on Economic and Energy Cooperation.
  • Six-Party Ministerial: Once the initial actions are implemented, the Six Parties will promptly hold a ministerial meeting to confirm implementation of the Joint Statement and explore ways and means for promoting security cooperation in Northeast Asia.
  • Next Round of Six-Party Talks: The Parties agreed to hold the Sixth Round of the Six-Party Talks on March 19, 2007 to hear reports of the working groups and discuss actions for the next phase.
