Leupold// Chief, Office of Program Support Subject: Reporting Relationship; Decision Concerning In accordance with my memorandum of December 11, 1998, Subject: Reporting relationship, this is to inform you that I have made a decision regarding the reporting relationship of the personnel management and acquisition/Federal assistance functions in the Office of Program Support (OPS). Effective immediately, the regional chiefs of those functions will report to the OPS Service Center Chief in their respective regions. I have made this decision because I believe the needs of OPS customers at the regional level can be met most effectively and responsively through a management approach which provides a single, local focal point for OPS services. Having all regional OPS functions directly reporting to the regional Service Center Chief will provide OPS customers with direct local access to a single point for resolution of service concerns, enable improved coordination of regional OPS efforts, and allow for leveraging of OPS regional resources. I believe this will position the OPS management team member closest to our regional center customers' problems and needs to better oversee OPS efforts to meet those customer concerns. I am making this change in reporting relationship to maximize the delegation of management authority and operational control to regional and local levels. My goal is to minimize reporting requirements, prevent service delays, and reduce communication problems with customers that can be caused by distance and to increase the empowerment of and demonstrate trust in OPS staff at regional and local levels. I am confident that OPS has competent and experienced personnel, across the country and at all levels of our organization, and I intend to empower our staff to the greatest extent possible. This is consistent with my belief in the spirit of the Blair House Papers' (National Performance Review) call to unlock the potential of the workforce by getting "power to the front line," and to "raise the spirit of the workforce." Getting power to the front line includes allowing regional and local managers to make decisions based upon their knowledge and understanding of their customers' issues. Raising the spirit of the workforce is recognizing that people will make a difference if you give them the opportunity and let them know you trust them. At the same time, I wish to emphasize that this decision does not diminish the leadership role of the Chief, Office of Personnel and the Chief, Office of Acquisition and Federal Assistance, as well as all other headquarters OPS Chiefs, in championing program design and program evaluation for their functional areas of responsibility. In this regard, I wish to be very clear in stating that the headquarters OPS Office Chiefs provide the necessary leadership in designing Surveywide administrative and technical programs, systems, and processes and in evaluating how well such programs, systems, and processes are implemented at all levels in the Survey. The pro-active exercise of this leadership role helps to ensure that the USGS has effective, cost-efficient administrative and technical programs in support of science.
