That effort is guided by the following four goals: 1. To develop a clear substantive policy vision, consistent with the various communications statutes and rules to guide agency deliberations. 2. To emphasis management that builds a strong team, produces a cohesive and efficient operation, and leads to clear and timely decisions. 3. To develop our independent technical and economic expertise through recruitment, training and employee development. 4. To realign the organizational structure to conform to the realities of a dynamic and converging marketplace. Mary Beth Richards has been named Special Counsel to spearhead the reform project.
