The Employee Assistance Program at Los Alamos National Laboratory is provided as a service within the Occupational Medicine Division. The person selected for this position will be part of a dynamic interdisciplinary team. Responsibilities include counseling assistance to employees experiencing concerns of a mental health, behavioral, chemical abuse/dependency or personal nature. Counseling services include traditional scheduled sessions as well as outreach programs directed at improving behavioral health and reducing stress for all Lab employees. EAP counselors are called upon to provide consultation to managers on relevant behavioral health issues.

Summary
Responsible for providing (1) counseling assistance to employees experiencing concerns of a mental health, behavioral, chemical abuse/dependency or personal nature and (2) consultation to managers on relevant behavioral health issues.
Has wide-ranging experience, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development of new theories and methods. Considered expert in field within the organization. Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors. Erroneous decisions or recommendations would normally result in the inability to reach crucial organizational objectives and may have a prolonged effect, as well as result in the expenditure of substantial resources. Work is accomplished without considerable direction. May coordinate activities of other personnel. Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.

Conducts intake evaluations; assessing and diagnosing presenting problems, identifying client strengths and weaknesses, developing and implementing effective treatment plans conjointly with clients.

Provides short-term, solution focused counseling if indicated.

Makes appropriate referrals and conduct effective case management.

Provides management consultation to address individual or system issues.

Serves as a member of the critical incident stress management team.

Responsible for developing and presenting workforce-wide training on behavioral health issues.

Assists with the supervision of ancillary employee assistance program (EAP) staff.

Assists in the orientation of new counselors.

Assists with scheduling, supervision and job assignments for other counselors.

Manages/administers assigned occupational medicine regulatory programs.

Consults occupational physicians and management personnel regarding employee behavioral health problems, mental health problems, and trauma associated with environmental health and safety factors.

Collaborates with occupational psychologists to refer employees to specialized rehabilitation services such as drug or alcohol treatment.

Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to behavioral health issues.

Ensures all occupational psychology results, materials, processes and final products meet quality specifications and are completed according to established requirements.

Fosters a mutually respectful work environment that is free from discrimination and harassment.

Provides services through the Laboratory's EAP and occupational medicine division.

Provide experienced professional case management technical expertise in delivery of a full range of occupational health services including, but not limited to, Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and fitness for duty.
Job Knowledge

Advanced knowledge of counseling issues and practice expectations, including clinical counseling, biofeedback and organizational dynamics.

Advanced knowledge of and experience with occupational health-related federal, state, and local laws, regulations, policies, and procedures, including (but not limited to) ADA, FMLA, and privacy act.

Advanced knowledge of and experience with issues, complications, and treatments relating to radiological, chemical, and biological hazards and diseases.

Advanced knowledge of occupational medicine principles, programs, and practices including counseling within the context of Department of Energy (DOE) security oversight.

Advanced experience and demonstrated skill in assisting with research, investigating alternative solutions, and recommending solutions on problems affecting occupational behavioral health.
