4. Program Objectives: To provide funding for employment -related and other social services for refugees, asylees, Amerasians and Cuban/Haitian entrants in areas of high refugee concentration and high welfare utilization.

5. Titles and Descriptions of at least Three Funded Grantees: Grantees are the designated State agencies that administer the State's refugee resettlement program. Grants are made to States on behalf of qualifying counties. State agencies receive, review and determine the acceptability of county targeted assistance plans. Not less than 95% of the targeted assistance funds must be allocated by the State to the county level. Currently, 29 States receive targeted assistance on behalf of 50 counties.

10. Eligible Applicants: Eligible grantees are those agencies of State governments that are responsible for the refugee program under 45 CFR 400.5 in States containing counties that qualify for targeted assistance awards.

11. Allotment Formulas, Etc.: In order to qualify for targeted assistance funds, a county is required to rank above a selected cut-off point of counties for which data were reviewed, based on 2 criteria: (1) the number of refugee/entrant arrivals placed in that county during the most recent 5-year period, and (2) the 5-year refugee/entrant population as a percentage of the county's overall population.

Eligible Beneficiaries: Persons admitted to the U.S. within the last 5 years as refugees under section 207 of the Immigration and Nationality Act; granted asylum under section 208 of the Act; Cuban and Haitian entrants, as defined in section 501 of the Refugee Education Assistance Act; and certain Amerasians from Vietnam and their accompanying family members, as defined by section 584(c) of the Foreign Relations, Export Financing, and Related Programs Appropriations act of 1988.
