  • Sweater – 01 Jan 2009 – Army sweater no longer authorized; 01 Jan = 2008 – Wearing of the Navy Sweater is authorized – name tag for Navy sweater has two wear options:
    • Option 1: Top Line – Name (First Name or Initial, Middle Initial, Last Name); Bottom Line – Rank and USPHS
    • Option 2: Same as option 1 with skill badge embossed on name tag above name<= /li>
  • Field Medical Readiness Badge

o      =   Color change from Pewter to Gold

o      =   Currently can wear either color during the transition period

§         To provide critical public health information to minority communities by making presentations and publishing articles in local community newspapers

o      =   Each clinic had at least one mentor – pharmacists were evaluated on technique and pre-screening by mentor on their first 10 immunizations given before allowed to provide immunizations without supervision

o      =   As of December 12, 2007, the percentage of P= HS pharmacy officers that were basic ready increased from 84.1% to 85.4%

  • Electronic Call to Active Duty (= eCAD)

  • Readiness

o   &nb= sp;    On December 17, 2007, 85.4% of Commissioned Corps pharmacists were reported as meeting basic readiness requirements

 

  • Assimilation

o   &nb= sp;    The 2007 Assimilation packet is being processed.  As of December 13,= 2007, 70 of the officers from the 2007 were on orders and the additional 48 were expected to be on orders by mid January.&n= bsp; This is the first year the entire assimilation process was completed within one fiscal year.  With = the 2007 group, there are now approximately 2,750 officers in the Regular Corps.  The statutory limit is 2,800.

 

  • Promotions

o   &nb= sp;    The pharmacist category promotion board will meet in February 2008.  Office= rs should have submitted items to their electronic Official Personnel File by December 31, 2007.  If an offi= cer has documents to add to their eOPF, send it in as soon as possible and OCCO will attempt to get the documents entered in eOPF.  Officers up for promotion need to = check the OFRD website to assure that they will not fall out of “Basic̶= 1; readiness status between January 1 and July 1, 2008.  Additionally, officers need to ass= ure they have completed a physical within the last 5 years and that they have a medical history on file dated July 1, 2007 or later

    o      =   The main concern was that the CPO cannot come from a non-HHS agency.  This w= as the consensus from the other PACs as well

    • Proposed Assignment Incentive Pay (AIP) was also reviewed by the members and se= nt to the Surgeon General’s office.  AIP establishes pay for bille= ts that are hard to fill, hazardous duty, and isolated hardships

    Old/New Business:

     

    o      =   As a member of the Medical Claims Review Pan= el, he has noticed an increase in medical tort claims (where injury or death has occurred) involving pharmacists.  The panel used to see about one to two cases per year for pharmacist= s, but now see about 20 to 30 per year

    o      =   Noted PHS officers are covered by the Federal Tort Act; however a case involving us can still result in our name being forwarded to the National Practitioner Databank and names are not removed f= rom the databank.  Future civil se= ctor employers will check the databank before hiring

    o      =   Pharmacy technicians are also included in the databank

    o      =   His warning is that as PHS pharmacists incre= ase clinical roles that our level of liability increases
