The Space and Naval Warfare SystemsCommand (SPAWARSYSCOM), on
behalf of the Joint Program Executive
Office Joint Tactical Radio Systems
(JPEO JTRS) and its Ground Mobile
Radio (GMR) Program Office, intends
to award a sole source contract
modification under contract DAAB07-02-
C-C403 with The Boeing Company in
Huntington Beach, California to procure
additional Engineering Development
Model (EDM) radios and to provide up
to two years of logistical support
services for the radios. This action is
an extension of work currently on
contract. Under contract DAAB07-02-C-
C403, The Boeing Company is
responsible for developing and
acquiring numerous Software
Communications Architecture (SCA)
compliant waveforms, defining
common form-fit-function
configurations for vehicular and
aviation versions of the JTRS hardware,
and successfully porting the waveforms
to JTRS hardware produced by two
different manufacturers. GMR is a
software reprogrammable radio
providing the warfighter with a multi-
band and multi-mode capable,
networkable radio system that provides
simultaneous voice, data and video
communications to increase
interoperability, flexibility and
adaptability in support of the varied
mission requirements. This contract
was competitively awarded on 24 June
2002. Since the contract award,
emerging customer requirements have
significantly increased the quantity of
EDM radios required. This modification
will procure the additional radios
needed (approx. 140 radios) in order
to meet the communications
requirements of two vital programs:
Future Combat Systems (FCS) and
Warfighter Information Network
Tactical (WIN-T). The anticipated
value of this procurement is
$74,244,000. Delivery of these
radios to FCS and WIN-T will begin on
or around December 2009. The
anticipated award date for this effort is
early FY 2009. Firm Fixed Price and
Time and Material contract line items
are anticipated to be awarded for this
effort. The applicable North American
Industry Classification (NAICS) code is
541712, Research and Development.
