The Municipal wastewater treatment facility operates a primary treatment plant that removes solids from domestic and industrial wastewater with a rotary sheer screen having opening of 1 mm diameter . The effluent from the facilities is discharged to the south Unalska Bay. A Fact Sheet is available.

2. Tentative Determination

The Region 10 Office of EPA has tentatively determined to reissue a discharge permit to the above listed applicant.

3. State Certification

This Notice will also serve as Public Notice of the intent of the State of Alaska Department of Environmental Conservation to consider certifying that the subject discharge will comply with the applicable provisions of Sections 208(e), 301, 302, 303, 306 and 307 of the Clean Water Act. The NPDES permit will not be issued until the certification requirements of Section 401 have been met.

4 **State Consistency Determination

This Notice will also serve as Public Notice of the intent of the State of Alaska, Office of Management and Budget, Division of Governmental Coordination, to review this action for consistency with the approved Alaska Coastal Management Program.

5. Public Comments

Persons wishing to comment on the tentative determinations contained in the draft permit or wishing to request that a public hearing be held, may do so in writing, within this public notice period. A request for a public hearing shall state the nature of the issues to be raised as well as the requester's name, address and telephone number. Comments must be received by the expiration date of this notice to be considered in the formulation of final determinations regarding the application. All comments should include the name, address and telephone number of the commenter and a concise statement of the exact basis of any comment and the relevant facts upon which it is based. All written comments and requests should be submitted to EPA at the above address to the attention of the Director, Office of Water.

Persons wishing to comment on State Certification should submit written comments within this comment period to the State of Alaska, Alaska Department of Environmental Conservation (ADEC), 555 Cordova Street, Anchorage, Alaska 99501, or 610 University Ave., Fairbanks, Alaska 99709.

** Persons wishing to comment on the State Determination of Consistency with the Alaska Coastal Management Program should submit written comments within this comment period. Your comments, particularly on the proposed project = s consistency with the affected local coastal district management program, are requested by the Division of Governmental Coordination. Comments regarding inconsistency with an affected coastal district = s enforceable policy or a state standard set out in 6 AAC 80.040 - 6 AAC 80.150 must identify the enforceable policy or standard and explain how the project is inconsistent. Written comments must be received by 5:00 p.m. on October 9, 2002 , to be considered by the Division of Governmental Coordination. All written comments should be addressed to the attention of Alaska Coastal Management Program Consistency Review and submitted to the State of Alaska, Southcentral Regional Office, Office of Management and Budget, Division of Governmental Coordination, 550 W. 7th Street, Suite 1660, Anchorage, Alaska 99501
