Fermilab, May 15, 1999 Dear Colleague, A couple of weeks ago Jim Christenson resigned from his positions as Co-Project Manager of the D0 Upgrade Project and from his position as Head of the D0 Project organization within the Particle Physics Division at Fermilab. Status ------ Two weeks ago, the Spokesmen informed Ken Stanfield that they designated Harry Weerts and Mike Tuts as the two project Managers for the D0 Upgrade. Both Mike Tuts and Harry Weerts are/will be Guest Scientists at FNAL. A copy of the letter of appointment including an expression of support for D0 can be found on the D0 internal WEB page: http://www-d0.fnal.gov/newd0/d0atwork/general/d0_private/d0_documents.html A simple text version of the letter is attached below. The letter clearly reaffirms the importance of D0 within overall Fermilab priorities and the commitment Fermilab has with respect to getting D0 ready for Run II. Hugh Montgomery will be appointed Head of the "D0 Project" organization by the Head of PPD, John Cooper. It has been agreed that the names of Hugh Montgomery and Harry Weerts, will appear in the Engineering & Technical Teams organization at the head of the "D0 Team". This is motivated by two concerns: - this team is the major complement of PPD effort applied to the D0 Upgrade Project and as such the arguments of a Project Manager are vital. - there are concerns for the careers of the Fermilab employees over a longer term than the D0 Project per se and therefore a long term/full time FNAL employee is needed. Hugh Montgomery and Harry Weerts will continue as Co-Spokesmen of the D0 Experiment. Discussion ---------- The choice of the lineup described above was driven by a complex set of circumstances. The reaction of members of the Collaboration to the plan varied considerably. On the one hand it was felt natural that a Spokesman turn to help the currently most important aspect of D0 activities, on the other hand it was pointed out that, at least on paper, we are reducing by one the number of people doing the higher management tasks in D0. Given the DoE Review of FNAL (May 5), the von Rueden Review and the Lehman Review followed by the PAC in Aspen, all during the month of June, D0 needs to be presented adequately and in an organized manner. The present organization is in place for at least that time. As a collaboration we have an opportunity to (re)examine the way we do business. For example this year is the election year for the Spokespersons. We can imagine that there are certain things that the Project Managers and/or Spokesmen might do in this situation, for example: -- devolve more responsibility on the existing sub-project managers and other components of the collaboration already in existence. -- appointment of Deputy Spokespersons -- appointment of Deputy Project Managers One could ask whether the current Upgrade Project Management structure and people is appropriate for the final year before roll-in. We have no set timetable for conclusion on the discussions within D0 but we imagine that the Workshop in Seattle will be an important forum. In the meantime, there are considerations by the Institutional Board Chair and Deputy Chair of a special Collaboration Meeting which would disseminate information and perhaps instigate the discussion. Conclusion ---------- In conclusion, we would like to thank the Collaboration for its many expressions and manifestations of support, both moral and material over the last couple of weeks. We hope that by the end of June, the von Rueden Committee, the Lehman Committee, the Laboratory, DoE, NSF, but most importantly D0 will be convinced that all aspects of D0 are healthy and on track for Run II.
