Yorke Chief, Office of Surface Water Subject: PERSONNEL--Reassignment of Harry Lins to the Office of Surface Water I am pleased to announce the reassignment of Harry Lins from the Office of Hydrologic Research to the Office of Surface Water (OSW). Harry holds a PhD in Environmental Sciences from the University of Virginia, and he brings to OSW a diverse background within the Geological Survey that spans 25 years. He began his career in 1971 in the Geographic Applications Program, doing research on the utility of remote sensing for land use, coastal processes, and boundary-layer climate investigations. He later served as a staff scientist to the Chief of the Office of Earth Science Applications. While there, he represented the Department of the Interior on interagency panels that developed the National Climate Program and the Coastal Barrier Resources Act. After completing a graduate training assignment in 1982, Harry joined the Water Resources Division as a hydrologist in the Branch of Systems Analysis. He soon became part of the vanguard focused on describing how regional surface water conditions are influenced by synoptic climatic patterns and variations. For the past six years, Harry has coordinated the Division's Global Change Hydrology Program and, more recently, also has coordinated activities under a joint USGS - Bureau of Reclamation program focused on watershed modeling. He will continue to coordinate these programs from within the OSW. His technical expertise in climatology will add a new and important dimension to the capabilities of OSW, and I hope you will join me in welcoming him.
