Changes the name of the Disease Control Research Commission to the Biomedical
Research Commission and increases compensation for members. Contains
requirements for enactment for initiatives and referendums (Proposition 105).
HEALTH amendment: Restores the name of the Disease
Control Research Commission Fund, restores funding for the Teenage Pregnancy
Prevention Program and eliminates sections protected by Proposition 105.
