[TFR5-1] (classification is covered) CONFIRM File no. 1 DEPUTY COMMISSIONER SNK USSR FOR REPATRIATION AFFAIRS GENERAL-LIEUTENANT (GOLUBEV) 31 January 1945 I N S T R U C T I O N S to the Chief, Repatriation Affairs, attached to the Front Council of War, for reception, registration, support, and release of allied POWs and civilian detainees of allied governments.

1. The Chief, Department of Repatriation Affairs attached to the Front Council of War is responsible for: revealing, gathering, registration, material supply, medical-sanitation facilities and return to native lands, allied POWs and civilian detainees of allied governments.

2. The Chief, Department of the Front for questions concerning the repatriation of allied POWs and civilian detainees of allied governments is governed by: Resolution 31-13 of the SNK USSR, dated 6 Jan 1945; extracted data in telegram number 105/sh dated 12 Jan 1945; as directed by the Chief of Red Army Rear Services and the SNK Commissioner for Repatriation number 1/1240645os, transmitted 18 Jan 1945; and these instructions.

3. With regards to the advancement of Front forces, the Chief, Division of the Front will make known the existence of camps, allied POWs and civilian detainees of allied governments liberated by Front Forces, for which he will periodically send his representatives to the HQs of unified attacking forces.

Upon notification that Front Forces have liberated camps of allied POWs and civilian detainees of allied governments, immediately report by telegram to the Commissioner SNK USSR Repatriation Affairs the location and time of camp liberation, the number of detainees in the camp contingent by nationality and category (military) and for civilians (men, women, children).

4. In accordance with the Directive of the Chief of Rear Services, Red Army and the Commissioner SNK USSR on Repatriation Affairs number 1/1240645s, the Chief, Division of the Front in conjunction with the Chief, Rear Services of the Front will organize assembly areas with capacities of 1000-1500 people each, for the camp contingents.

The number of assembly areas along the Front will be created depending on the number of liberated POWs and citizens of allied governments with an expectation of 1500 people in each.

5. A special commandant's office will be established at each assembly area according to order 03/502, which will serve as the administration and provide security.

The Commandant of the Assembly area is immediately subordinate to the Chief, Repatriation Office attached to the Military Council of the Front, who will direct the Assembly Area Commandant by special "instruction" for repatriation of allied POWs and civilians of allied governments" which is attached and required to be delivered to all Assembly Area Commandants for repatriation of foreign nationals. The Chief, Repatriation Affairs carries complete responsibility for compliance [of this action].

The Chief, Department of the Front, Repatriations, carries full responsibility for individual selection of commandant's staff personnel (officers, NCOs, soldiers). He must proceed on the assumption that the specific execution of duties by the commandant's personnel in supporting and providing security for allied POWs and civilians of allied governments and take into consideration that the smallest misunderstanding regarding support for the indicated contingent, instances of tactlessness and rudeness by the commandant's staff, will evoke claims from the foreign military missions, embassies, and consulates, resulting in unnecessary work for other organs of Soviet authorities and commands.

6. For organization of assembly areas, establishment of internal order, material supply, medical and sanitary facilities, and the return to native lands of allied POWs and citizens of allied governments; the Chief, Department of the Front, Repatriations is governed by the following: a) all personnel in an assembly area will be divided according to nationality to allied governments (American, British, French, Polish, Czech, Yugoslav, Norwegian, Belgian, and Dutch). Italians will be separated from the remaining liberated POWs and citizens of other nationalities and of allied governments and a separate camp attached to the assembly area will be created for them. Military members will be in military subdivisions (squad, platoon, company, battalion) with responsible chiefs appointed from the ranks of the officer and NCO corps of their own nationality. The civilian population does not fit well into a military structure and will be arranged separately, divided into groups of 10 and 100, with the appointment of a senior responsible person (for every group of 10 and group of 100] from the citizens of their own nationality. Do not separate women from their families.

b) In observance of military protocol for the officer corps (of liberated allied POWs) make provisions for bedding (sheets and blankets) and a separate dining facility. Separate officer subunits will be created from the officer corps; c) a list of names will be established of all personnel located at the assembly area and will be carried by the responsible chiefs of the sub-units. a master list of assembly area staff changes will be carried in the registration book of the assembly area commandant in accordance with the list of registration cards.

d) An internal administration consisting of personnel from the officer staff (subunit commanders) of the nationalities described in paragraph 6-a [will be created] for the goal of establishing internal order, discipline, and daily life in the subunits of the assembly area. The internal administration will appoint an assembly area commandant with the approval of the senior officer of the given nationalities. If there will be no officer at the assembly area, the appointment will be made by direction of the Chief, Department of the Front, Repatriation, without approval.

7. The internal administration is required to strictly oversee the internal order and discipline in the sub-units of [their] fellow-countrymen inside the assembly area in full, as governed by the aforementioned assembly area commandant.

The Internal Administration has the Right to: 1) demand, without complaint, all military and civilians of their sub-units to follow prescribed rules of internal order and discipline for which they are responsible. 2) independently judge and impose, in accordance with the military rules and regulations of their country, disciplinary punishment for infractions and violations of the law and customs of their government. 3) independently examine all occurrences put forth in the name of Internal Administration, when drawn-out problems can be resolved [by said administration]. 4) organize cultural-enlightenment and religious services in special observances [of holidays] 5) appoint internal daily details (duty officers, orderlies, janitors, and kitchen help) from the staff of their sub-unit. 8. The Chief, Department of the Front, Repatriations in consideration of order, security, and supply of the assembly areas is required to: 1) choose assembly area locations and give directions the assembly area commandants on their deployment. Locations will take into account proximity of highways and railroads, water sources, and be outside the range of enemy artillery fire. Each assembly area will be protected against outside enemy air attack by means of thorough camouflaging of the camp and providing supplementary trenches for all personnel. 2) supply external security for the assembly area, protect against outside attack of enemy [ground] forces and possible instances of escape by personnel confined to the assembly area. 3) to prevent common quartering of allied POWs with enemy officers and soldiers who are prisoners. 4) to prevent the use of [carrying out] of propaganda by anyone of either side, among surrendered allied powers in relation to them or to the Soviet Union. 5) permit and entertain questions of interest to all officers or other representatives of allied powers arriving at the assembly area only when the arrivee has in possession a special permit or permission from the Directorate of the Commissioner SNK USSR on Repatriation Affairs. Choose escorting officers from the commandant's staff for representatives of foreign military missions, consulates, [news] correspondents, or other officials of allied countries having permission or a permit to visit the assembly area. 6) to forbid free exit from the region of the assembly area of individuals or of groups. 7) Carrying of weapons by personnel of allied governments is forbidden while in the assembly area, with the exception of the officer corps who will be given permission. The Assembly Area Commandant is required to impound any weapon discovered under any other circumstance. [Trans.note: No para 8 - probable typo] 9) The Chief, Department of the Front, Repatriations, will strictly comply with the directives given beforehand by the Chief of Rear Services, Red Army, and the Commissioner SNK USSR for Repatriation Affairs No. 1/1240645, dated 18 Jan 45 regarding logistics (food, clothing allowances) and medical-sanitary facilities for liberated allied POWs and civilian detainees of allied governments at the assembly area and while enroute [to same]. a) Rations at the assembly areas for the stated contingent will be according to standard No. 2 Order NKO NO. 312 1941 with preparation of hot meals three times a day. Rations will distributed at the same rate while enroute. A minimum reserve of 2000 rations will be maintained at the assembly area. b) Supply of clothing allowance for the stated contingent: - For military members, it will be according to the standard for officers, NCOs, and soldiers of the Red Army- new uniforms. - Civilians especially in need will be supplied with clothing that has been previously used, is repaired, and wearable. A minimum reserve of the basic items of clothing and shoes will be permanently maintained in quantities of 500 sets of clothes, and 2000 pairs of clean underwear, of which 5% will be for women. The outfitting of allied POWs and civilian detainees will take place at the assembly area through the commandant's staff. c) Financial supply (the issue of pocket money) will be carried out in accordance with special instructions, d) Sanitary cleaning and first-aid treatment up to hospital treatment for the mentioned contingent will be supplied at special hospitals by Front resources. Records will be sent to the treatment facility separately by the Assembly Area Commandant.

10) Release of allied POWs and civilian detainees of allied governments from assembly areas will be carried out only by order of the Commissioner SNK USSR for Repatriation Affairs.

11) Cultural enlightenment services for POWs and civilians of allied governments arranged at the assembly area will be conducted only at the request of the internal administration. (The showing of Soviet films, reading of lectures and reports, will be in accordance with the enclosed list of films and themes for lectures and reports).

12) Allied POWs and civilian detainees of allied governments confined at the assembly area until release to their homeland may be used in the region of the assembly area for that work which renders help to the joint efforts of allied nations, first of all for the camp organization and then for self-service.

I N S T R U C T I O N S

to the Commandant for repatriation of POWs and civilians of allied governments, liberated by the Red Army.

1. Assembly areas for repatriation of liberated POWs and civilian detainees of allied governments will be created with a capacity of 1000 to 1500 people each and be attached to operational fronts.

2. A Commandant and an administration (Commandant's Staff) will be in charge of each assembly area according to staff No. 03/502 and will be governed by these instructions. The Assembly Area Commandant is immediately subordinate to the Chief, Department of Repatriation, attached to the Military Council of the Front.

3. The Assembly Area Commandant for Repatriation of POWs and civilian detainees of allied governments liberated by the Red Army carries full responsibility for collection, registration, quartering, internal order, housekeeping, and medical-sanitary services for all personnel located at the assembly area.

4. For the establishment of internal order, the Assembly Area Commandant is governed by the following: a) all personnel in an assembly area will be separated (divided) according to nationality to allied governments (American, British, French, Polish, Czech, Yugoslav, Norwegian, Belgian, and Dutch). Italians will be separated from the remaining liberated POWs and citizens of other nationalities of allied governments and a separate camp attached to the assembly area will be created for them. Military members will be in military subdivisions (squad, platoon, company, battalion) with responsible chiefs appointed from the ranks of the officer and NCO corps of their own nationality. The military structure is not applicable to the civilian population, and [therefore] will be arranged separately and divided into groups of 10 and 100, with the appointment of a senior responsible person (for every group of 10 and group of 100] from the citizens of their own nationality. Women will be divided separately.

b) In observance of military protocol for the officer corps (liberated allied POWs) provide allocations for separate barracks and provisions for linen (sheets and blankets) and a separate dining facility. A separate officer unit will be created from the officer corps and a commander will be appointed who is senior in rank.

c) A list of names will be established of all personnel located at the assembly area and will be carried by the responsible chiefs of the sub-units. a master list of assembly area staff changes will be carried in the registration book of the assembly area commandant in accordance with the list of registration cards. In the matter of authority, the Assembly Area Commandant is governed by the special instructions and established forms for registration and accounting (see paragraph #1).

d) An internal administration consisting of personnel from the officer corps (subunit commanders) of the nationalities described in paragraph 4-a [will be created] for the goal of establishing internal order, discipline, and daily life in the subunits of the assembly area. Additionally, a senior officer will be appointed from the officer corps. The internal administration will appoint an assembly area commandant with the approval of the senior officer. (An example of the permit from the Directorate of the Commissioner, SNK USSR for Repatriation Affairs is enclosed) Choose escorting officers from the commandants staff for representatives of foreign military missions, consulates, [news] correspondents, or other officials of allied countries having permission or a permit to visit the assembly area. 6) forbid free exit from the region of the assembly area of individuals or of groups. 7) Carrying of weapons by personnel of allied governments is forbidden while in the assembly area, with the exception of the officer corps when given permission. 8) In all cases should anyone commit a crime or misdemeanor, that is a violation of the laws of the Soviet Government (murder, assault on an official, rape, etc.) the Assembly Area Commandant will immediately report it to the Chief, Department of the Front, Repatriation and simultaneously carry out the arrest of those guilty of the crime (misdemeanor) and notify the senior official of the internal administration. 8) The Assembly Area Commandant, regarding domestic supply (food, clothing allowance), and medical-sanitary services of liberated POWs and civilian detainees of allied governments while at the assembly area or while enroute, will strictly follow the directive of the Chief, [TFR 5-10]

Be it known that the Assembly Area Commandant is obligated to: a) organize an advance schedule of dispatches for the train in the event of issuance of a marching order (by foot) to the train station; b) accordingly make-up an estimate of the dispatches by vehicle, simultaneously preparing a layout for the train cars, in the event of dispatch by vehicle; [TFR 5-11a]

c) appoint a senior individual from the officer or NCO corps of the assembly area internal administration for the train cars, in each instance; d) appoint a column chief (echelon) from the officer corps of the Red Army; e) assign to each echelon enroute 1 doctor, 2 doctor's assistants, and an escort troop of 10-15 soldiers with one sergeant; obtained from the front reserve (via the Chief, Department of the Front, Repatriation); f) Echelon chiefs will be supplied with food certificates for all personnel - for issuance of foodstuffs from military supply points.

9) Upon reception of the arriving contingent at the assembly area, the Assembly Area Commandant will act in accordance with paragraph 4 of these instructions.

10) Cultural enlightenment services for POWs and civilians of allied governments arranged at the assembly area will be conducted only at the request of the internal administration. The Commissioner, SNK USSR for Repatriation Affairs, gave an order to the Chief, Department of Repatriation attached to the Military Councils of the Front, about the admission procedure for civilians of foreign governments liberated by the Red Army from enemy captivity. In compliance with the indicated directives, GUPVI NKVD USSR clarifies:

1) Military and civilian personnel of countries allied to us and kept in captivity by the Germans, and liberated by elements of the Red Army, must go to the Front Network, Department of Repatriation, which will treat this category of people in accordance with the named directives.

2) Allied countries include England and her dominions, Poland, France, Yugoslavia, Czechoslovakia, Norway, Belgium, and Holland. Consequently, officers, enlisted, and civilians - as subjects of these countries liberated from German captivity, will be the contingent attended to by the Department of Repatriation at the Fronts.

3) Citizens of allied countries above, serving in German or Hungarian armies, fighting against units of the Red Army and taken prisoner with weapon in hand or had voluntarily surrendered are subject to the Front Network Departments of the NKVD for POW Affairs with transport to rear camps of the NKVD by order of the GUPVI NKVD USSR.

4) In the event of admission into reception or assembly areas, or into a front camp of citizens listed in paragraph 2 of this order, they are subject to immediate transfer to the Department of Repatriation - by nationality. This contingent, from the time of location at the PPV, SPV, and FPL to the moment of transfer to the Department of Repatriation, must be separately quartered from POWs.

5) The Chiefs of PPV, SPV, and FPPL are obligated to explain to these citizens that they are confined temporarily and subject to transfer to the agencies conducting repatriations of citizens of allied countries. [TFR 5-14a]

6) Suggestion to the Chief OVP:

a) to transfer to assembly areas of the Department of Repatriation all military and civilian personnel of allied governments held in German captivity and liberated by elements of the Red Army, and accepted by PPV, CPV, and FPPL, by temporary agreement with Department Chiefs; b) it is suggested by the Department of Repatriation, that Italians liberated by the Red Army from German captivity be confined separately from POWs and citizens of allied countries who participated in the struggle against Hitler Germany from the beginning of this war, and also to transfer them separately to the Department of Repatriation. c) Jointly, with the Chiefs, Department of Repatriation work out an appropriate plan of measures for concerns regarding the practical realization of mutual relations for transfer of the indicated contingent from the NKVD reception points to the Department of Repatriation assembly areas, as it is currently maintained, and as it will be maintained. Henceforth, do not include repatriated civilians indicated in this directive and Italians received at PPV and SPV in POW dispatch accounts. For calculating the amount of work performed by you transferring repatriated [personnel], report the quantity of this category once every 10 days by mail using separate existing service report forms.

The decision of the State Committee for Defense No. 0843ss dated 13 August 1945, provided for the liberation and dispatch to homeland of all POWs listed below by nationality, confined until this time in NKVD camps and special hospitals (with the exception of personnel who had served in the SS, SA, SL, Gestapo, other terror[istic] organs, and officers) in the following amounts:

Czechoslovaks - 32000 Yugoslavs - 9500 Belgians - 1800 Dutch - 1300 Luxembourg - 720 Danes - 230 Bulgarians - 230 Norwegians - 55 Swedes - 31 Swiss - 24 Greek - 20 American - 40 British - 15

Besides this, by resolution of the SNK USSR No. 1407-341 dated 26 June 1945, all 15,139 French POWs confined to camps and special hospitals were, without exception, liberated and returned to their homeland.
