[VxW] Network Question

Hi Everyone. I am in trouble now. May be need a hand.
I develop a network equipment.
It works fine when power on with network line plug in, it also support
host plug and play,just like windows action.
If power on without network line attached, error occured,system message 

shows 
below. Then attache network line,network doesn't again,until reboot.

I am mazed, if Failed to start device motfec, why tcp/ip network stack 

attached?
