With all the handicaps of AIDS, drug addiction, and delinquency, the outcast of the 80s can best be compared to a turtle which, instead of carrying its house on its back, is bearing the full weight of prison. One third of all drug addicts, half of whom are HIV-positive or infected with AIDS, return to prison regularly at the rate of 75%. The main concern of this group is not so much providing them with the proper information, but having them accept regular outside psychosocial and medical help. How can we stop the rise in the number of people in this group from going to jail, and preventing their eventual return? How can we provide them, before their release from prison, with a "How to ..." guide on their new-found citizenship, and with the desire for social integration which including their medical follow-up? An Outgoing Intermediary Section, or OIS, has been in place at the prisons of Fresnes since March 1992, and ten new people join the program each month four weeks before their release. Real teamwork has been set up around different types of workshops.
