May 8, 1998 WIRELESS TELECOMMUNICATIONS BUREAU FRONT OFFICE PERSONNEL CHANGES Wireless Telecommunications Bureau Chief Daniel Phythyon has announced the following personnel changes to the Wireless Telecommunications Bureau's (Wireless Bureau) front office: Kathleen O'Brien Ham Named Acting Deputy Chief Kathleen O'Brien Ham has been named Acting Deputy Chief of the Wireless Bureau's front office. In this position Ham will oversee the Bureau's auction policy proceedings, the Policy Division and the Enforcement Division. Prior to her current role, Ham was Chief of the Auctions and Industry Analysis Division of the Wireless Bureau. Josh Roland Named Legal Advisor Josh Roland has been named Legal Advisor to the Wireless Bureau's front office. In this position, Roland will be advising the Chief of the Wireless Bureau on issues involving policy and public safety and private wireless. Roland has served as an Attorney-Advisor in the Wireless Bureau's Actions and Industry Analysis Division since July of 1996. In light of these changes, the Wireless Bureau front office responsibilities now include: Roz Allen, Deputy Chief Roz Allen has served as Deputy Chief of the Wireless Bureau since January 1996. In this role Allen will be overseeing the Bureau's Commercial Wireless Division and the Public Safety and Private Wireless Division. Allen also serves as the Commission's Liaison to the Local and State Government Advisory Committee. Jerry Vaughan, Deputy Chief Jerry Vaughan has served as Deputy Chief of the Wireless Bureau since December 1994. In this role Vaughan will oversee the Bureau's Information Technology Division, auction operations and the Universal Licensing System. Jeanine Poltronieri, Associate Chief, Jeanine Poltronieri has served as Associate Chief of the Wireless Bureau since July 1997. Poltronieri oversees initiatives to encourage wireless competition in the local telephone market, including rural and underserved communities. She also acts as liaison to the Common Carrier Bureau, coordinating CCB and WTB efforts including universal service, interconnection and number portability. In addition, she advises the Chief of the Wireless Bureau on commercial wireless issues. Elizabeth Lyle, Special Counsel to the Chief Elizabeth Lyle has worked in the Office of the Bureau Chief in a variety of capacities since February, 1996. She is currently Special Counsel to the Chief of the Wireless Bureau. In addition to coordinating the Commission's Section 255 rulemaking on disabilities access, she also focuses on consumer and subscriber issues in wireless proceedings, including CALEA, E-911, Number Portability, and Calling Party Pays. Tom Stanley, Chief Engineer Tom Stanley joined the Bureau as Chief Engineer in March 1996. In this role he coordinates engineering aspects of wireless activities and policies inside the FCC with the Office of Engineering and Technology (OET) and the International Bureau (IB), and outside the FCC with National Telecommunications & Information Administration (NTIA) and the Interdepartmental Radio Advisory Committee (IRAC). Walter D. Strack, Chief Economist Walt Strack became the Wireless Bureau's Acting Chief Economist in July 1996, and assumed the position permanently in January 1997. He is responsible for analysis of economic policy issues related to the wireless telecommunications industry and related to the Commission's program of auctioning spectrum licenses. David Wye, Senior Advisor for Technology and Spectrum Policy David Wye joined the Wireless Telecommunications Bureau's Front Office as Technical Advisor in November 1995, and became Senior Advisor for Technology and Spectrum Policy in July 1997. In his current role he advises the Bureau Chief on a wide range of technical and spectrum allocation issues.
