FY 1996 - 1997 Great Lakes Priorities and Funding Guidance
Contaminated sediment remediation project in the Great Lakes basin. Over the past few years, much effort and resources have been expended to assess a variety of sites throughout the Great Lakes basin. Although much assessment work is yet to be done, we believe that some sites have been studied sufficiently to allow for the beginning of remedial activities. We will concentrate on the development of one remediation project at the selected site, but additional projects may be possible if funding allows. GLNPO is offering to commit $1 million (aggregate from its budget over the next two years, subject to appropriation by Congress) to help jump start a remedial demonstration project. Regional offices are considering the use of available funds from various sources. The goal is to combine these monies with other potential sources of funds (including: Corps of Engineers WRDA Section 312 and 401 money, State and local money, as well as money from responsible parties) to conduct a relatively small remedial project. This money will certainly not be enough to remediate miles of river, but can be used to focus on a discrete, well-bounded sediment deposit, the removal of which will have a positive impact on the waterway. Success of the remedial project will likely depend on the States, Tribes, and other entities being able to leverage money from many sources. We feel that joining forces of Federal, State, Tribal, and private entities to conduct remedial activities will be a key mechanism for ensuring site remediation in the future. This project will demonstrate how coordination and leveraging of resources can work and help begin to address the contaminated sediment problem and get sites remediated. Request for Nominations. GLNPO is soliciting nominations of sites for the project from States, Tribes, and other entities involved in the Great Lakes, focusing on actions identified in Remedial Action Plans and Lakewide Management Plans. Ideally, one nomination would be submitted per State or Tribe. As USEPA's State counterparts desire to coordinate submittals from their States, interested agencies and entities (e.g., State environmental agencies, port authorities, etc.) should contact their State's coordinator (identified below) before making a submission directly to GLNPO:
Criteria for Site Selection. We have outlined below a number of criteria that will be used to select the specific site (or sites) to conduct this demonstration project. When nominating a site, we request that each of the criteria be specifically addressed.
