Subject: Rule Filing SR-NASD-98-21 Date: 4/13/98 4:10 PM Dear Sirs: I am a public SOES trader and in regards to the actual size rule, I think Market Makers should have to post the actual size they have avaiable just as we would have to post our actual size on any of the ECN networks. These two standards, one for public traders and one for Market makers, gives them an unfair advantage in that they can lure as many SOES traders, or any trader for that matter, into a stock and never show the actual size they are willing to buy or sell. This greatly changes the way we must trade because we are never really sure if we can buy or sell more than 100 shares from any given market maker.
